Requirements

Education

  • Master’s Degree in international development, Social Sciences, or a related field.
  • Additional qualifications in Humanitarian Studies, Gender Studies, or Monitoring & Evaluation would be an advantage.
  • Certification in Project Management is preferred.

Additional Requirements

Experience:

  • Understanding of humanitarian/ emergency response/development and minimum five (5) years of relevant professional experience, including experience GBV, Livelihood DRR, Child protection or protection programming and partnership management.
  • Expertise and experience in delivering and managing complex USAID funded projects.
  • Strong organizational skills, including the need to be agile by responding to requests at short notice, work on multiple projects with competing priorities at the same time with the ability to meet deadlines
  • Demonstrable people and budget management skills.
  • Ability to work cooperatively in a cross-cultural setting.

Responsibilities & Context

Reported To: Director-Program Management & Implementation

Job Purpose of Project Coordinator: The position will report directly to the Director of Program Management and Implementation of the Cox’s Bazar Program Operation. It will be responsible for leading, delivering, and ensuring the timely implementation of USAID’s Bureau for Humanitarian Assistance (BHA) funded project “ Multi-sector Recovery and Empowerment Support for crises affected communities in Cox’s Bazar”, valued at approximately $0.6 million. These multisectoral projects focus on Protection (GBV, CP and Legal Protection), Economic Recovery and Market Systems, Disaster Risk Reduction and Preparedness (DRRPP), and Agriculture in the host community setting of Teknaf Upazila. The role will supervise a team of 18-20 staff and work closely with IRC to ensure program quality while being accountable for implementation and budget utilization. Close coordination with MEAL, HR, Finance, and Operations teams will be required.

Key Responsibilities:

Project Leadership and Implementation:

  • Lead the planning, execution, monitoring, and evaluation of project activities, ensuring timely delivery within budget and quality standards.
  • Oversee the development and adherence to comprehensive project plans, schedules, and budgets in alignment with Pulse Bangladesh and IRC’s Project Cycle Management guideline.
  • Ensure that project budgets and detailed implementation plans are in place and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities.
  • Ensure that all program targets are reached following agreed program objectives and log-frame
  • Ensure disability and gender inclusion in every phase of project management.

Coordination and Collaboration:

  • Serve as the primary liaison for all stakeholders, including donors, government bodies, NGOs, and community leaders, ensuring strong partnerships and effective communication.
  • Represent the project at coordination meetings (Protection Working Group, GBVSS, CPSS, Livelihood sectors, etc.) to advocate for project objectives and foster collaboration. Actively participate in relevant coordination forums at both the field and Cox’s Bazar levels to ensure alignment and engagement.
  • Represent Project when needed in relevant coordination meetings/workshop/seminars etc.

Team Leadership and Capacity Building:

  • Effectively manage talent and supervise teams, manage team dynamics and staff well-being, provide coaching and strategically tailor individual development plans.
  • Lead, manage and motivate the team, ensuring that they have clear objectives, work-plans and receive meaningful feedback on their performance .
  • Complete performance management for direct reports timely and monitor and assess performance to ensure adequate capacity.
  • Provide recommendations to Director-Program Management & Implementation and HR on issues related to managing staff performance and other related concerns.
  • Address and mitigate staff complain and conflicts in coordination with Director-Program Management & Implementation
  • Provide support to the team members on time to meet project and learning needs
  • Identify training needs and implement capacity-building initiatives for the project team and project stakeholders.

Monitoring, Evaluation, and Reporting:

  • Design and implement a comprehensive monitoring and evaluation framework to track project progress and outcomes.
  • Prepare and submit timely and accurate reports, including financial, narrative, and impact reports, to donors and organizational leadership.
  • Utilize data to guide decision-making and make necessary project adjustments.

Community Engagement and Empowerment:

  • Lead initiatives to engage crisis-affected communities, ensuring their active participation in project design, implementation, and evaluation.
  • Support community-driven initiatives and capacity-building efforts to strengthen resilience and self-reliance.

Compliance and Risk Management:

  • Ensures that the projects are implemented in full compliance with IRC, Govt. and USAID processes, policies, systems, and procedures
  • Identify potential risks and develop strategies to mitigate them, ensuring project sustainability.
  • Maintain the safety and security of staff and beneficiaries in accordance with organizational guidelines.
  • Ensure that sensitivity to protection issues and application of the principle of confidentiality is maintained and not compromised at any stage of implementation.

Budget Management:

  • Oversee budgeting, financial reporting, forecasting, and data analysis to support informed decision-making. Collaborate with department heads to develop financial plans and ensure efficient resource allocation. Authorize expenses, monitor program expenditure and budgets, and work with Finance and Supply Chain team to ensure resources are optimally utilized and spending is in line with Pulse BD , IRC and USAID financial procedures and donor requirements.

Resource Mobilization:

  • Identify and pursue funding opportunities, contributing to the development of new project proposals.
  • Establish and maintain relationships with donors and other stakeholders to secure additional resources for project growth and sustainability.
