WORKING EXPERIENCES:

· Minimum 8-10 years of working experience at a development program NGO/INGO in the field of Humanitarian emergency response programs.

· Experience in developing and implementing standard monitoring, supervision and follow-up tools.

· Demonstrated analytical and problem-solving skills.·        Proficiency in computer literacy and online tools.

· Excellent written and verbal communication skills in English and Bengali. ·        Demonstrated interpersonal and negotiation skills.

· Good time management skills and ability to work with minimum supervision.

· Practicing innovation/creativity and achieving quality results and service.

Valid Driving License

· 8-10 years of working experience at NGO/INGO in the field of Humanitarian emergency response program  Fair knowledge of Flood Affected Victim context in emergency/humanitarian/rehabilitation situations including project management, developing and executing strategic plans, acting as a local representative, and point of contact for different levels of stakeholder and donor

· Confident & good skills in operating computers/laptops with MS Word, Excel, and Power PointsSound knowledge of using different software (KOBO, SPSS, toolbox etc.), related to data entry, analysis, report writing, and preparing presentations etc

.Hard working, working under pressure in a humanitarian response context, positive and can-do attitude.

· Deep knowledge of workforce development for marginalized and vulnerable populations.

· Organized, detail-oriented, and able to multi-task to meet deadlines

· Flexible, Self-motivated, and able to work with supervision

· Strong interpersonal skills and ability to work in teams and multi-cultural environments Fluency in English, Bengali, and Noakhali local languages is preferable

ACADEMIC QUALIFICATION:

Minimum Master/Bachelor Degree in Social Welfare/Sociology/Social Science/English/Economics/Agriculture/Civil Engineering educational qualification may be relaxing for a highly experienced candidate

Responsibilities & Context

Resource Integration Centre (RIC) has been a national NGO since 1981 in Bangladesh. RIC is implementing Noakhali Flood Early Recovery Project in the Noakhali Sadar & Subarnachar Upzilla funded by World Vision, Bangladesh. RIC is seeking applications from potential candidates for the below position:

PROGRAM: Noakhali Flood Early Recovery Project.

Location: Noakhali Sadar & Subarnachar Upzilla under Noakhali District.

Post type: Contract (October’ 2024 – June’ 2025),

SCOPE OF ROLE:

• Staff reportable to Deputy Director Program, Program Focal, Program Finance Focal,

• Staff maintain liaison with All  Project  Staff & relevant  representative of RIC and WVB

• Staff based at Noakhali Sadar Upazila under Noakhali District.

Working Area: 6 unions of Noakhali Sadar & Subarnachar Upzilla under Noakhali Districts.

OVERALL ROLE OF THIS POSITION:

· This is the key position in terms of project management, and planning who will ensure the smooth implementation of the project as per the agreement. Maintaining coordination with the sectoral agency, local stakeholders & administration, donor agency, and organizational central management, and creating a friendly and safe working environment for the staff members are the key purposes of this project. Taking any relevant new initiatives will be considered as an added advantage. Ensure technical quality of project implementation and provide technical support to project teams.

· The position is responsible for managing early recovery support for flood-affected victims in 6 vulnerable unions of Noakhali Sadar & Subarnachar Upzilla of Noakhali Districts. S/he will be required to travel regularly to field sites and some overnight stays in locations other than the base location may be required. Occasional work at weekends may be required.

· The Project Coordinator will be responsible for the implementation of the project’s components (Food Security, Livelihood & Rehabilitation support) of the project following the guidance of the Project Focal/Donor Representative, including staff supervision in field offices directly under the grants.

· The Project Coordinator will ensure that all grants for which s/he is the focal point are implemented in a manner that ensures the highest accountability standards for internal (partners, client/beneficiaries, implementing organization) and external (donors, local stakeholders) stakeholders.

· The role of the Project Coordinator will involve coordination, oversight and coaching of the project team in technical and programmatic aspects of the implementation activity, with the support of other staff.

· The Project Coordinator will ensure that all work plans are prepared and implemented according to schedule.

· This is the key position of the project that will ensure smooth implementation of the project through developing planning & management to achieve the goal of the program as per the agreement.

· Monitor the progress of field-level activities, provide regular updates to the senior management team, and lead partners to deliver high-quality and measurable outcomes.

· Prepare and submit accomplishment reports on a monthly, quarterly, and annual basis. Conduct case studies and operations research, and document lessons learned and best practices for wider sharing

. Ensure a high standard of stewardship in resource allocation, utilization and management in compliance with RIC/WV and donor financial policies and procedures.

KEY AREAS OF RESPONSIBILITIES & ACCOUNTABILITIES:

A. Oversee the implementation of the protection responses and ensure that stated goals and objectives are met.

B. Supervise, mentor, and provide capacity-building training to the project team.

C. Ensure compliance with the implementing organization and donor policy, safeguarding policy, procedures, and practices.

D. Supervise the preparation of logistics and financial requirements before interventions.

E. Prepare and oversee the budget expenditure and procurement for the interventions, in close collaboration with the logistics and finance department.

F. Ensure organizational representation in cluster, partner, and donor meetings relevant to the project’s requirement.

G. Monitor and provide feedback related to staff performance, including completing staff performance evaluations to promote growth and professional development.

H. Review of regular financial and narrative reports from the project team, ensuring financial compliance including budget management and correct accountability documentation.

I. Conduct analyses and evaluations of humanitarian needs in the project area, risk analyses and elaboration of contingency plans together.

J. Ensure all internal and external narrative reports are of good quality and completed on time, promoting a good understanding of projects with donors, other actors, partners, and communities.

K. Manage project budget to ensure adherence to the organization and donor financial procedures and requirements.

L. Support project teams in utilizing financial planning tools, such as spending plans, procurement plans, and work plans based on project proposals.

M. Develop community engagement methodologies and tools, participatory design of relevant IEC/BCC materials.

N. Review weekly activity reports, quarterly, monthly and final reports

O. Uphold the humanitarian code of conduct and adhere to and promote humanitarian guiding principles.

Compensation & Other Benefits

Salary:  Taka 124,800.00 per month, plus other admissible benefits according to the program budget & guideline
