Master’s in Agriculture/Social Science/MBA from reputed national or international universities.

Minimum 5 years practical experiences in managing agriculture and market development project/ program

Knowledge and experience in working with both public sector and Private sector organisations

Ability to work in a team and with good networking and interpersonal skills

Ability to generate new ideas/innovation and ways of working to continuously improve existing work processes, practices, and concepts.

Practical knowledge and experiences on IEC/BCC materials development.

Excellent communication skills, with good written and spoken English

Skill in Computer software as MS-Office, MS Excel and MS Power Point.

Considerable understanding of rural markets, value chain approaches and rural service provision.

Good reporting and documentation skills

Ability to drive motorcycle with valid driving license.

Ability to work under pressure and meet deadlines.

Responsibilities & Context

FFriends in Village Development Bangladesh (FIVDB) is going to implement the “The Green Evolution: Pathways to Transforming Food Systems in India, Bangladesh and Nepal” project funded by the Welthungerhilfe (WHH) in Zakiganj and Gowainghat Upazila under Sylhet district. The present project tenure is 4 years.

In recent decades, there has been a global collapse of food systems, especially local food systems, caused by neoliberalism, industrialization, “super-marketing” and commercialization combined with ecological collapse. Women, as well as smallholder and marginal farmers, are particularly hard hit by worsening inequalities, job insecurity and social unrest. It is clear from the following facts that existing food systems do not meet people’s needs and need to be redesigned, taking full account of socio-cultural interactions, issues of justice and, in particular, the needs of the poorest, who spend most of their income on food. The international community accepted this overarching goal and made efforts to work towards food security . Recently, the United Nations convened the Food Systems Summit to “raise awareness in the world that we all need to work together to change the way the world produces, consumes, and thinks about food.” The proposed project aims to develop a transition pathway to sustainable food systems aligned with the SDGs in three selected South Asian countries that rank low globally in the relevant indices calculated for 2022.

A fundamental transformation of food systems is needed to meet the evolv-ing and future needs of consumers and producers and the vital resources available. Food systems encompass the various activities, people, and places involved in the production, processing, distribution, preparation, and consumption of food, as well as the outcomes of these interactions in the fields of food and nutrition, socio-economics, and the environment. Sustainable and resilient food systems provide food security for all, without jeopardising the economic, social and environmental foundations for food security for future generations, and can adapt and transform in the face of shocks and pressures.

Therefore, project main aims to:

Level/Step 1: Increasing the efficiency of industrial and conventional processes to reduce the use and consumption of expensive, scarce or polluting inputs.

Level/Step 2: Replacement of industrial/conventional equipment and processes with alternative processes.

Level/Step 3. Transforming the agroecosystem so that it functions on the basis of a new set of ecological processes. At this level, fundamental changes to the overall design of the system eliminate the root causes of many of the problems that persist at levels 1 and 2.

Level/Step 4. Restoring a more direct link between food producers and consumers.

The project will identify the gaps and develop farm and landscape models based on agroecology principles. The lessons learned will be transferred to larger areas and levels through training and capacity building. Finally, the knowledge developed is brought to bear in the representation of interests at national, regional and international level.

As an implementing partner FIVDB will implement in Zakiganj and Gowainghat Upazila under Sylhet district. The duration of the project is up to May, 2028, and the job is contractual for the project period. The position will be recruited for implementing the project based at the Project Office at upazila level with substantial field activities.

The Project Coordinator will be overall responsible for the project and its effective management including planning, supervision, monitoring, evaluation, strategic discussions and issue-based decision making. The project coordinator will manage the overall project implementation and meets the donor’s compliance. He/she will supervise all the staff at the partner level and ensure timely completion of all project activities within the framework of the project. He/She will also be responsible for finance and programme planning, liaison with Government, Non-govt and private sectors, conduct monthly, quarterly review meetings and joint field visits including reporting, documentation and case story writing. He/she will be responsible for coordinating the project at Upazila, District and City level. The project coordinator will coordinate and provide regular reports to Welthungerhilfe as per the requirements.

A. Program Management and Coordination:

• Ensure overall coordination and communication between Welthungerhilfe and FIVDB, local authority as well as Local Administration

• Overall Responsible for smooth and effective implementation of the Project within the set objectives and given framework in the Project working area.

• Ensure overall collaboration, coordination and networking with different Govt organisations and Private sector organisations such as DAE, DLS, BOAN-BARI, FRI, BMD, CAB, BFSA, BSCIC

• Achievement of the project’s outputs as measured by the log frame indicators.

• Responsible for the management of project inputs including staff, financial resources, equipment and other logistics, transportation and communication.

• Be responsible for development of all key government approval documents at field level regarding GoB processes.

• Field visits and monitoring the operations of the project team and observe the program application and its benefits to the target groups.

• Prepare project activities and Monitoring Plan and reporting to respective donor representative and FIVDB management on monthly, quarterly, annually as required.

• Ensure required technical assistance to field staff (Technical Experts & Field Officer) and community resource persons as and when needed for successful implementation of the program.

• Conduct monthly staff coordination meeting to coordinate upcoming activities and schedules and identify and resolve problems/risks.

• Ensure appropriate Financial and Administrative Management at Upazila/District level in compliance with organizational rules/guideline.

• Act as a custodian for the project work plan and monitor progress in respect to specific deliverables and time frame.

• Arrange, organize and conduct workshops, trainings, coordination meetings and advocacy meetings as spelled out in the operational module of the Project.

• Coordinate with Donor’s team.

B. Human Resources Management:

• Build and nurture effective teamwork at the Upazila and District level and ensure best relationship with GoB staff, private sector entrepreneurs and CSOs for effective project implementation.

• Capacity building including need assessment of project staff and communities to achieve project outputs. Provide on job training, coaching and mentoring of the staff.

• Assist recruitment of staffs.

• Supervise effective functioning of staffs and conduct annual staff appraisal.

• Identify and effectively resolve staff issues to ensure there is minimum negative impact on program, GoB and Private sector Partners and beneficiaries.

• Initiate appropriate disciplinary measures to the concerned staff as and when required, in consultation with organizational Focal Person.

• Assess needs and provide staff with skill development opportunities for ensuring maximum contribution toward achieving program & organizational goals

C. Finance and Administration:

• Monitor all expenditures at field level and take action where variances exist.

• Take lead in preparing the budget in consultation with focal point and donor.

• Ensure that all expenditures are incurred in accordance with budget line and budget limit.

• Prepare procurement plan, ensure arranging procurement as per FIVDB and Donor’s rule/ policy of regular items and other day to day usable materials for Project offices.

• Support to ensure the Security and Logistics of the Office.

• Assist Finance & Admin Officer to prepare financial report as per organizational policy.

• Take leading part to conduct internal & external audit

D. Representation, Communication & Reporting:

• Attend meetings with GoB, other NGO’s and Donor at City, Division, District as well as Upazila level.

• Represent the organization and project in different meeting/forum/platform for wider visibility

• Coordinate development of team action plans.

• Conduct meetings with District and Upazila staff as spelled out in the operational plan.

• Arrange visit for internal and external visitors.

• Prepare reports both Programmatic and Financial and ensure its timely onward transmission.

• Capture learnings, innovations and best practices including writing case stories and dissemination.

E. Others Activities

• Conduct / perform any other responsibility when asked by the reportable person for the interest of the Program.
