Requirements

Experience:

  • At least 7 years of experience in project management and a minimum of 2 years of experience in consortium project management.
  • Minimum 5 years of experience in managing big teams.
  • Hands-on experience in different approaches for implementing programme, as such HRBA, CSPM, and PEPA.
  • Good understanding of the local government functions of Bangladesh and promoting localization.

Skills:

  • Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high-quality donor reports.
  • Highly diplomatic with strong oral and written communication skills.
  • Strong skills in networking, advocacy, communication, collaboration and donor liaison.
  • Demonstrated high-level technical, analytical, and interpersonal skills.
  • Ability to work under pressure and complete deliverables on time.
  • Fluent in English both written and spoken.
  • Ability to coach and mentor partners.

  • We are seeking applications from qualified candidates for the position of Project Director for an anticipatory project focused on Climate change. Helvetas Bangladesh will lead the project implementation through multiple international organisations in a consortium set-up. The Project Director will directly supervise the Senior Finance Manager, MEAL Expert and Knowledge Management Manager. Under the close supervision of an SMT member and the direction of the steering committee, this position will closely work with the representative of the consortium partners as well as thematic groups. Key Responsibilities:

Consortium leadership and management.

  • Provide strategic leadership to the Consortium to ensure the positioning of the consortium as a thought leader in the Climate change arena.
  • Ensure functional governance, programmatic and technical coordination mechanisms and structures for the CALL in Bangladesh.

Programme quality, Planning and Implementation.

  • Ensure strong strategic guidance and leadership to the consortium implementing partners to ensure the engagement of local partners and execute the planning and implementation of an agile, coherent, quality and innovative programme.
  • Ensure that implementation of the programme across all consortium partners is regularly monitored, that evidence, results and lessons are documented and communicated and that challenges are tracked and addressed in a timely manner by following the adaptive programming approach.

Advocacy and resource mobilization.

  • Ensure that the programme adapts, documents and facilitates the dissemination of findings, best practices, success stories and knowledge gained through implementation of approaches and innovations.
  • Leading and managing advocacy and resource mobilization efforts for fulfilment of mission and goals, advocate for policy changes, and secure funding for its programs.

Representation, External Engagement and Coordination.

  • Build and maintain strong relationships with implementing partners, Govt Ministries and line agencies, private sectors, donors and key Stakeholders in Bangladesh.
  • Ensure strategic representation and engagement and robust and accurate reporting to the PAC, steering committee, and other stakeholders.

Oversight of Finance Management.

  • Full budget holding responsibilities for the overall project performance of the CALL consortium.
  • Ensure technical and administrative compliance with donor requirements, policies and procedures of relevant consortium members.

Lead the Secretariat to the Project Advisory Committee (PAC).

  • Responsible for overseeing the Secretariat to the Project Advisory Committee (PAC), ensuring its smooth functioning and effective support to the PAC in its decision-making and oversight role.
  • Coordinate the activities of the Secretariat, including meeting scheduling, agenda preparation, ensuring efficient discussions, and capturing key decisions.

People management, mentoring and development.

  • To have overall management responsibility for the consortium team in the project and manage and track all terms of sub agreements with consortium partners, as well as downstream partners.
  • Ensure the recruitment and training of staff as appropriate; ensure availability of and support appropriate professional development opportunities for staff in the project
  • Inspire, lead and motivate programme teams to deliver on objectives.

Reporting

  • Ensure that the MEAL Manager and partners support the development of timely, evidence-based and high quality periodic technical narrative and financial reports by consortium partners based on clear reporting schedules and reporting guidance and templates.
  • Oversee narrative and financial reports for donors, ensuring these are of a high quality and submitted for review in a timely manner.

Risk Management.

  • Ensure developing and instituting mechanisms for the identification, prevention and mitigation of risks within Consortium partners.
  • Ensure regular updates of the risk register matrix in collaboration with consortium members.
