Requirements

Education

  • Diploma in Civil, Bachelor of Science (BSc)
  • Diploma in Civil Engineering with practical work experience in Climate Resilience Infrastructure, Shelter and WASH interventions.
  • B.Sc. at least 1-2 years and Diploma at least 3-7 years’ experience in Climate Resilient Infrastructure, Shelter and WASH project.

Educational Experience:

  • Experienced in conducting engineering survey, assess, bill of quantify (BOQ) preparation and mitigate potential risks and challenges in coastal infrastructures and housing.
  • Experienced in designing, implementation and maintenance of rural infrastructure for climate resilient, promotion of resilience and environmental friendly construction technology transfer.
  • In-depth understanding on climate change impacts and vulnerabilities in the Sundarbans area.
  • Ability to plan, implement, budget, and oversee project activities effectively to ensure quality.
  • Ability to establish and maintain effective relationships with government agencies, local government, NGOs, and local communities.
  • Experienced in the development of entrepreneurs, skill provision and market linkages.
  • Excellent communication and interpersonal skills for engaging diverse stakeholders.
  • Relatively good at verbal and written communication in both Bengali and English.
  • Good communication, negotiation, and problem-solving capacities.
  • Ability to manage stress, multi-task, and make informed decisions.
  • Awareness of social dynamics and community characteristics in the Sundarbans area.
  • Proficient in engineering software and MS Office tools (Word, Excel and PowerPoint).
  • Ability to maintain confidentiality and handle sensitive project information.
  • Experienced in reporting and documentation.

Responsibilities & Context

Responsible for:

  • The Project Engineer will play pivotal role in providing technical support and overseeing the successful implementation of Climate Resilient homes and Infrastructure development interventions in respective upazila in the Sundarbans Ecological Critical areas (ECAs).
  • Extensive field visit to identify priority action plan/schemes to lead formulation of site specific comprehensive engineering plans, bill of Quantities (BOQ) and designs considering climate change impacts, sustainability, and adaptability to changing climate.
  • Conducting engineering survey for selected road, infrastructure, infrastructural needs and other structure to estimate, budgeting for effective planning, innovation and execution.
  • Engage and collaborate with government agencies, local authorities, communities, project partners, and environmental experts.
  • Conduct regular inspections and quality assurance checks to ensure adherence to design specifications, safety standards, regulations and assurance quality control.
  • Coordinate the procurement process, including sourcing materials, equipment, and services ensuring compliance with procurement guidelines, evaluate supplier proposals, and manage contracts effectively.
  • Assess and mitigate potential risks and challenges related to climate resilience initiatives.
  • Work closely with upazila project Coordinator and MEAL officer to monitor progress, track milestones, and implement necessary actions to ensure quality implementation.
  • Oversee construction activities, providing technical guidance to mason, contractors and subcontractors.
  • Work closely with the Finance and Admin Officer for sound financial management and compliance with organizational policies.
  • Regularly monitor and evaluate project performance, tracking key indicators and assessing the effectiveness of climate resilient infrastructure solutions.
  • Maintain detailed documentation of project specifications, engineering designs, calculations, and drawings.
  • Prepare progress reports, identify areas for improvement, and implement corrective measures.

Activities:

  • Support Household and Community Selection for Resilient Building Interventions, Site selection for Climate Resilient Infrastructure, Provide technical Support to the team, Estimate and Design for Resilient Interventions, Bills of Quantity (BOQ) preparation, Climate Resilient Houses and Infrastructure development, etc.
