Responsibilities & Context

CODEC Improves Access to Inclusive and Comprehensive Eye Health Services in Bangladesh Project.

Community Development Centre (CODEC) is going to implement the CODEC Improve Access to Inclusive and Comprehensive Eye Health Services in Bangladesh Project funded by CBM Global in Bakerganj, Banaripara and Barishal Sadar Upazillas under Barishal District, Bangladesh.

CODEC Improves Access to Inclusive and Comprehensive Eye Health Services in Bangladesh Project aims to establish an inclusive eye care system connecting the main base hospital, community clinics, and vision centers. The context underscores the lack of awareness among persons with disabilities and underprivileged communities regarding available services.

CODEC Improve access to inclusive and comprehensive eye health services in Bangladesh Project will collaborate with three Disabled People’s Organizations (OPDs) – Bakerganj, Banaripara, and Barishal Sadar – along with Sher-E-Bangla Hospital, private hospitals (Grameen Shastho Hospital Barishal, Islamia Hospital Barishal), and the National Eye Care (NEC) of Bangladesh. CODEC will sign MoUs with OPDs, district-level hospitals, and private hospitals, fostering collaboration to enhance accessibility and inclusivity in eye health services.

Job Responsibility-

The Project Finance & Admin Officer is responsible for financial management, maintaining books of accounts, maintaining all sorts of banking transactions, need-based financial report preparation and budget control in compliance with donor/organization and GoB rules. He will be reportable to the Project Manager.

General Management:

  • Ensure quality financial Management in project implementation.
  • Book Keeping and other relevant record keeping.
  • Ensure an internal control system in the project.
  • Ensure the safety and security of the project assets and funds.
  • Establish Value for money in procurement.
  • Maintain standard accounting considering IAS and BAS
  • Regularly update all records and registers.
  • Manage project staff’s files and maintain administrative registers and files.
  • Establish a healthy workplace and ensure all preventive measures to protect against Child Abuse,
  • Gender Violence, SEA&H and violation of safeguarding issues according to the policy procedures.
  • Establish and reinforce Team speed.
  • Provide financial strategic direction to the project and seek ways to ensure closer complementarity/alignment of their work with that.
  • Minimize financial and administrative risks of achieving project objectives and take preventive actions.
  • Perform any other related duties or responsibilities that may be assigned by the organization and donor agency.

Financial Management & Reporting:

  • Setup cash basis standard book keeping system
  • Minimize fund flow risk and set up preventive measures.
  • Provide training on financial-related issues when necessary.
  • Comply with all local laws accordingly.
  • Protect and Preserve data for future reference systematically.
  • Project Finance and Admin officer manages and oversees grants; develops and maintains work, spending and procurement plans.
  • Prepare/Ensure internal and external reports within agreed deadlines using CODEC and donor formats, as required.
  • Conduct regular field visits and banking.
  • Perform Inventory management.
  • Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to CODEC and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the Finance personnel to ensure accurate expenditures and reporting.
  • Face and cooperate with Internal and External Auditors and address their findings between the timelines.
  • Facilitate reviewing the budget and submit their findings and recommendations to the Executive Director for necessary action.
  • Participate in the development/revision of proposals, budgets, and concept notes.

People Management:

  • Assist the Project Manager in the implementation of the work plan and quality of technical activities,
  • share relevant information and directions to improve quality and achieve timelines.
  • Assist Project Manager with timely staff performance Appraisal.
  • Facilitate staff capacity development, including on-the-job coaching and mentoring, as appropriate.
  • Ensuring a respectful working environment for employees and the public.
  • Taking appropriate steps to resolve any grievances and address all reports accordingly.

OPD Development and Engagement:

  • Establishing good relations with the CEO and staff members of the Organization of Persons with Disability (OPD).
  • Enforce and develop the capacity of OPDs regarding financial management and others.
  • administrative issues.
  • Visit OPDs regularly and provide support and suggestions to develop their capacities.

Organizational Responsibilities

  • Attend Regular Monthly Coordination meetings in CODEC HO.
  • Read and comply with all policy procedures of CODEC.
  • The Code of Conduct should be read carefully and obey strictly.
  • Compulsory reporting of any suspicious matter or fact.
  • Participates in all core programs of CODEC.
  • Assign tasks to practice management that allow managers to grow.
  • Working under the CODEC Disaster Taskforce during an emergency.
  • Carry out any other tasks assigned by ED & Higher Authority.
  • S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (concerning Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
