Responsibilities & Context

The USAID Project Management Specialist – Budget Specialist position serves as the financial management specialist for the Office of Population, Health, and Nutrition (OPHN). The position reports to the Office Director or delegate, but will work closely with the entire Office, as well as other offices within the Mission. The Specialist position provides advanced budget development and management guidance in support of USAID/Bangladesh’s strategy and program design and management objectives for OPHN and the overall Bangladesh Mission.

The Specialist leads the preparation and monitoring of budgets for the entire OPHN portfolio, which ranges from $68 – $100 million annually, and is composed of an average of eight bilateral and 16 field support activities. The Specialist advises all Agreement Officer Representatives and Contracting Officer Representatives (AOR/CORs) and guides all budget and financial components of OPHN’s the Health Office portfolio. The Specialist guides the preparation of program and budget-specific documents, including the procurement plan, budget formulation, and the operational plan. The Specialist also liaises with the Program Office, the Office of Financial Management (OFM), the Office of Acquisition and Assistance (OAA), and the Resident Legal Officer for program design, implementation, and management. The Specialist leads monitoring and analysis of OPHN budgets, and advises AOR/CORs on expenditure rates and timing of fund release. The Specialist also tracks and maintains a list of centrally funding awards that are active in Bangladesh. In addition, the Specialist serves as a key resource for the USAID award system, Global Acquisition and Assistance System (GLAAS) and provides other operations and management support to the OPHN. The Specialist plays a primary role in coordinating financial aspects of OPHN and other Mission reporting requirements. The Specialist is required to have a broad knowledge of administrative and managerial techniques, and awareness of and ability to maintain collaborative relations with specialists of various disciplines. Advance planning and preparation are key, as well as ability to respond to new requirements on extremely short notice.
