Responsibilities & Context
The Association of Voluntary Actions for Society (AVAS) has been working in Bangladesh since 1998, with a vision of fostering an “environment-friendly, gender-sensitive, fair, and self-reliant pluralistic society.” In collaboration with three partners, the AVAS Consortium is launching the CARE for Women (Climate Adaptation and Resilience Empowerment) Project, funded by the Bill & Melinda Gates Foundation (BMGF), starting on December 1, 2024.This project aims to enhance agricultural services for women farmers in the coastal regions of Bangladesh, focusing on Kalapara Upazila in Patuakhali District and Kaliganj Upazila in Satkhira District. The project will run through November 2026.AVAS is seeking a qualified and dedicated Project Manager (PM) to lead the project team and ensure the successful implementation of activities designed to improve agriculture and related services for women farmers in the targeted areas. The Project Manager will oversee all aspects of the project, including planning, implementation, monitoring, evaluation, and reporting. The PM will lead the team to achieve the project’s goals and objectives while ensuring effective coordination with stakeholders, including relevant government departments, local government institutions (LGIs), civil society organizations, and divisional and district-level officials. Additionally, the PM will manage project budgets, ensure compliance with donor guidelines and local/international laws and standards, and provide strong leadership to facilitate efficient and impactful project implementation.
Key Responsibilities:
1. Project Planning and Implementation:·
Lead the development of detailed work plans, ensuring all activities are aligned with project objectives and timelines.· Ensure timely implementation of all project activities, such as organizing meetings, workshops, and community engagement activities.· Guide the team to ensure that project activities are implemented to the highest standards.· Oversee the allocation of budgets across different components of the project, ensuring financial efficiency and adherence to guidelines.
2. Coordination and Liaison:·
Establish and maintain strong relationships with local administration, relevant Government departments, local government representatives, civil society, and NGOs to ensure effective coordination.· Regularly communicate with divisional, district, and sub-district health officials to ensure alignment between project activities and government health initiatives.· Represent the project in stakeholder meetings, including local government, health authorities, and NGOs, and provide updates on progress and challenges. · Regular and time to time Coordination with all consortium partners and Donor.
3. Monitoring and Field Supervision:
Spend at least 70% of the time in the field to monitor and supervise activities, ensuring timely progress against set objectives.· Work closely with field teams and partners to oversee the day-to-day activities, providing supportive supervision to ensure the highest quality of service delivery.· Develop and utilize monitoring tools to assess progress and address any bottlenecks in project implementation.· Ensure the collection and processing of data to monitor the impact of project interventions on outcomes.
4. Capacity Building:·
Conduct training needs assessments for the project team and provide capacity-building initiatives where necessary.· Foster a culture of continuous learning by organizing training, mentoring, and professional development opportunities for staff to improve their skills. Facilitate team building and mitigate conflicts using various strategies.
5. Reporting and Documentation:·
Prepare comprehensive monthly, quarterly, and annual reports for submission to donors and stakeholders, capturing the progress of activities and any challenges faced.· Document case studies, lessons learned, and best practices to inform future project strategies and share with stakeholders.· Ensure that all documentation is properly maintained, including meeting minutes, progress reports, and field visit records. · Ensure participation un Upazilla and District NGO Coordination meeting Regularly. Collect UNO Certificates after end of the project.
6. Financial Management and Administration:
Monitor project expenditure to ensure adherence to budget allocations, and perform regular budget reviews to ensure effective financial management. Check and approve financial documents, petty cash, and financial transactions, working closely with the finance team to ensure transparency and compliance with donor regulations. Assist in procurement processes, ensuring that goods and services are procured in accordance with AVAS and donor policies.
7. Advocacy and Community Engagement:
Lead advocacy efforts to improve access to agriculture services by engaging with local government representatives, Agriculture Inputs providers, policy-makers, and relevant officials.· Organize public events, dialogues, and community meetings to raise awareness about Agriculture services and entitlements.· Promote access to government services and build the capacity of communities to engage with the systems.
8. Stakeholder Management:
Build and maintain strong relationships with district and sub-district-level government health officials, local government representatives, and civil society organizations (CSOs).· Participate in local government and NGO coordination meetings and advocate to ensure the project’s impact reaches the intended beneficiaries.
