Responsibilities & Context
- The overall purpose of this position is to coordinate among the Govt. office, Government primary school, sector, and key stakeholders in both camp and HC and to manage the overall progress of this project to ensure positive parenting, capacity building, system strengthening of key stakeholders with the support of Govt. and local partners. S/he provides strategic guidance among the staff and stakeholders considering project priorities to achieve the goal. S/he will coordinate and provide quality oversight to partners, key stakeholders, sectors, and govt. Officials where required and ensure internal reporting and documentation. The position requires strong communication and mobilization skills among all levels of project stakeholders. The manager will coordinate and lead the program implementation with two field offices of the Teknaf and Ukhiya sub-districts of the project team.

S/he will work closely with project staff and LC/GPS to provide relevant technical expertise and support to quality programming with particular emphasis on positive parenting, Early childhood development, Govt. primary school programming, CP mainstreaming, LSBE, CP case management, child-friendly spaces, Early childhood development & Youth Programmes and CP documentation based on evidence of impact and organizational learning. This position reports technically to the Consortium Manager.
The position is accountable for the following:
- Provide good coordination mechanism with DPEO, UEO, sector, Camp in Charge and local authorities to ensure the positive parenting guideline.
- Good facilitation skill on parenting education handbook, parenting education facilitators notebook, Crisis and gender sensitive education planning, management and coordination.
- Review and rework on existing documents related to skill development, system strengthening and capacity development and re-development as per field finding with the coordination UNESCO.
- Keep very good coordination with local Upazila and District primary education office for collaborative implementation and policy promotion.
- Monitor quality program /project implementation at the field level and ensure all sorts of technical inputs to ensure quality standards and minimum standards.
- Develop positive relationships with partners, government, UN and I/NGOs, and other actors present in the field for effective coordination through strategic communication
- Promote Education policy, early childhood care, and development policy in alignment of project priorities.
- Ensure effective coordination with relevant actors for the anticipated actions.
- Ensure delivery of project resources and activities within budget and time-frame and projects delivered to the highest standards in line with the country and organizational strategy
- Provide need-based support to National Office (NO) and APs in particular programming and logistics areas.
- Strong networking, coordination, and relationship building with different consortiums, networks, clusters & links with national & global Anticipatory Action stakeholders
- Ensure capacity-building activities are implemented as per the planning
- Ensure humanitarian accountability aligns with the organizational accountability mechanism and practice
- Ensure timely & quality reporting and other documentation for internal and externals audience
Project Implementation& Management:
- Project manager will ensure proper leadership and management for their teams (Training organizer, Project assistant) including teachers of GPS, LC, and CFS to ensure the project deliverable. Ensure capacity building, and strengthening of GPS and LC teachers in both camp and HC of Teknaf and Ukhiya. Ensure safeguarding compliance (this includes visitors and media protocols, partnering with communities and other agencies or school management committees, and children participation) with the WV policy. Ensure close coordination among the sector and subordinates for quality programming.
Quality CP Program implementation and sustainability:
- Provide technical support among the project staff to ensure program quality as per project priorities. Make a road map with the committee, GPS, and VDC for program sustainability after the project ends. Ensure community-level participation for men, women, boys, and girls taking into account local needs. Follow up with Camp level accountability staff to respond to feedback from areas of implementation to strengthen local institutions considering sector standards. Coordinate and support the establishment of an Education database to contribute to the indicator reporting.
Partnership, Networking & Advocacy:
- Ensure collaborative planning through the camp and HC level sector coordination meetings while working closely with Education focal points, UEO, DPEO, Ensure World Vision is appropriately represented during CiC meetings, Upazila coordination meeting, Education focal point meetings, case conferencing, DSS camp level meetings among others.
Documentation, Project monitoring and evaluation:
- Facilitate effective monitoring, documentation and reporting in compliance with grants’ agreements, minimum standards, and tools. Support the baseline and evaluation processes in liaison with DM&E for the different child protection projects targeting refugees and host communities. Facilitated allocated projects’ information and documentation processes, and ensured effective communication of the project results. Ensure WV participation in assessments in close coordination with the projects’ teams to feed into the design team during the drafting of the new proposals, making sure it match with the program objectives and donors’ requirements.
