  • Proficient English communication skills (both oral and written) Advanced knowledge of GBV concepts and standards, Gender Marker, CPIMS+  Red Cross and NGO Code of Conduct.

  • Proven knowledge and experience in developing and implementing community mobilization projects. Supervisory experience.

  • Well-skilled and experienced in project management, including finance management. Relevant regional experience is strongly preferred.

  • Familiarity with standards and guidelines for GBV programming and coordination and guidance on protection from SEA and Gender Equality.

  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs. Experience in representing and promoting the agency in relevant coordination forums.

  • Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently. Ability to work well with a cross-cultural team.

  • Strong willingness to promote gender equality and stop gender-based violence, being aware of unconscious bias and cultural barriers

  • Must be ready to work in a multi-cultural environment. Familiar with WGS, Case management, peacebuilding, community engagement, and adolescent engagement  Appropriate communication skills and approachable

  • Must have no history of violation of children’s rights. Cross-cultural sensitivity, flexible worldview, emotional maturity, and physical stamina Ability to work in and contribute to team building environment

Responsibilities & Context

  • The Project Manager is stationed at the WV Palong office at Ukhiya and oversees project implementation and act responsibilities as follows
  • Management and operation of the overall project implementation, Progress/budget management, making analysis, plans, decisions, and instruction of necessary corrective measures; Supervision and direction of the Senior Project Coordinator and team stationed at the Uhkiya office. Coordination with related parties and institutions inside and outside the organization.
  • Communicate and coordinate with the person in charge at the WV Tokyo office. Make and submit necessary reports and documents>Progress management includes finance and MEAL

Project Implementation & Management:

  • Prepare DIP following the project proposal. Design training and Provide opportunities for capacity building to all the GBV team on general GBV interventions, among other relevant issues.
  • Conduct regular supervision meetings with the Team to ensure the quality and effectiveness of all the project interventions at camp and in the host community.
  • Periodically review the case file audit by the Case Management (CM) team to ensure that they are up to date and check the quality and consistency of work.
  • Work closely with the community systems to strengthen the relationship with the community in line with the referral system.
  • Ensure internal and external referral mechanisms (with other sectors) are in place, and cases are appropriately managed and followed up when referred. Ensure safeguarding compliance (this includes visitors and media protocols, partnering with communities and other agencies or CBOs, and children participation) with World Vision’s policies, PSEA standards, and guidelines.
  • Take the lead in the camp-level implementation of GBV program interventions, manage and support the GBV Program Implementation Team, including Coaching with clear accountability standards.
  • Ensure field-level coordination with other sectors such as education GBV, site management, and Camp coordination.
  • Collaborate with teams to generate activity concept notes and review financial reports to maintain accurate spending reports and up-to-date budgets, even manually.
  • Work closely with other departments/teams at BRCR, such as SCM, Finance, Administration, and Government liaison, for smooth and quality implementation.
  • Communicate closely with the WV Japan team as the Focal Point of the project on the WVBRCR side. Report to the WV Japan team and maintain active communication through Teams, Outlook, and weekly meetings
  • Consult the WV Japan team for necessary amendments in the project plan, including activities and budget. 

Quality GBV Program implementation and sustainability:

  • Generate and maintain the case management and GBV implementation plans. Ensure all GBV project activities and installations refer to the GBV technical guidelines checklist and government standards and are aligned with internal and external Strategic Objectives.
  • Ensure community-level participation for men, women, boys, and girls, taking into account local needs. Follow up with Camp level accountability staff to respond to feedback from areas of implementation to strengthen case management implementation.
  • Coordinate and support establishing the GBV database to contribute to the indicator reporting. Develop case management activities that mainstream child safeguarding while working with other sectors.
  • Facilitate donor field visits to ensure proper communication and relationships between World Vision and communities. Participate and review project evaluations closely with the internal and external evaluators.

Partnership, Networking & Advocacy:

  • Ensure collaborative planning through the camp-level sector coordination meetings while working closely with GBV focal points. Ensure World Vision is appropriately represented during CiC meetings, Protection/GBV focal point meetings, case conferencing, and DSS camp-level meetings, among others.
  • Represent World Vision during field-level donors and Government visits. Link case workers with service providers and support effective collaboration. Ensure constant and transparent communication and collaboration with relevant stakeholders, including community members, community leaders and families.
  • Collect project-related and GBV-related information through the network and meetings with relevant stakeholders, including GBV SS and other NGOs and CiC, as the donor requires.

Documentation, Project monitoring and evaluation:

  • Compile quantitative and qualitative reports while updating the Case management database.
  • Facilitated allocated projects’ information and documentation processes and ensured effective communication of the project results.
  • Ensure WV participation in assessments in close coordination with the projects’ teams to feed into the design team during the drafting of the new proposals, making sure they match with the program objectives and donor’s requirements.
  • Work closely with the team to generate proposals and reports
