Job Purpose

The Project Manager will lead the planning, implementation, and monitoring of a comprehensive and human-centered plastic waste management initiative in Cox’s Bazar. This role focuses on fostering multi-stakeholder collaboration, coordinating with local government and community actors, and advancing systemic and behavioral interventions to strengthen waste management ecosystems. The Project Manager will ensure effective execution of project activities, manage partnerships, track progress, adapt to changes, and liaise with donors to deliver high-quality results aligned with the project’s objectives, reducing plastic waste pollution and supporting sustainable municipal waste management solutions.

Key Responsibilities

  • Provide overall managerial and technical leadership, and administrative oversight to achieve outcomes of the project.
  • Direct project staff in the effective and efficient management of day-to-day project activities, and ensure they align with project expectations and approved project objectives, workplans, and budgets.
  • Oversee the development and application of project planning, preparation, and update of project workplans, budgets, and operational matrixes, under the direction of the HO staff.
  • Identify and engage the municipality, appropriate city stakeholders, and community groups including waste workers, fishermen community, and youth groups through a forum
  • Design and document the stakeholder engagement strategy, method, and action plan to ensure engagement of all identified stakeholders in consultation with the respective authority
  • Provide guidance on the planning of the different meetings and workshops as per the engagement strategy and action plan in order to maximize government, stakeholder, and community engagement
  • Track and document the engagement strategy and action plan and bring relevant changes required for effective stakeholder engagement and accountability for managing city waste
  • Oversee and guide effective local stakeholder engagement through on-ground activities and advocacy; monitor and suggest necessary changes for effective engagement
  • Manage the timely preparation and submission of the implementation guideline incorporating long-term plan for waste management
  • Assist in developing memorandums of understanding with government, private sector entities, and local institutions partnering with project as part of activating the waste management plan and action, if required
  • Oversee the planning and administration of and/or conduct special events, e.g. behavior change intervention, campaigns, workshops, trainings, and other events
  • Coordinate and manage other internal partners and communicate regularly on project progress to the project advisory body for business plan development and market linkage for the recycling market; incorporate feedback from the project advisory body and technical team for implementation
  • Monitor progress against monitoring, evaluation, and learning targets; take corrective action where necessary to realize project commitments.
  • Act as project point of contact for the donor, as well as all government authorities and other stakeholders. Actively participate in various government interactions as representative of the project.
  • Review, revise and/or develop required studies, success stories and/or any other reports as required by the donor.
  • Provide input and analysis related to program activities and implementation for periodic program reporting as required by the donor.
  • Comply with project rules & regulations with local laws, including environmental standards and donor for project management and operations
  • Keep apprised and work closely with the project management team on complex and/or sensitive issues to troubleshoot these and identify the appropriate course of action
  • Ensure effective communication mechanisms to ensure proper brand identification at the city level and increase visibility of project work and success stories at all levels
  • Ensure compliance with donor policies, procedures, and guidance regarding but not limited to environment, gender and safeguarding
