Education:
- MBBS with Valid BMDC registration is essential.
- Desirable course training/diploma in tropical medicine and public health.
Experience
• Essential 2 years’ experience in NGO preferably clinical experience.
• Essential minimum 1-year NGO experience in a senior management position; leadership and project management experiences are preferred.
Language
- English & Bengali are Essential. Chittagonian language is desirable.
Knowledge
Basic Computer skill essential, (MS Word, MS Excel)

Responsibilities & Context
- In collaboration with the Project Coordinator and the rest of the team, the Medical Coordinator and MoH partners, defines, implements, and monitors medical activities, according to MSF project plans, standards, and protocols. Participates in exploratory missions, situation assessments (defining medical operational priorities when needed), and the development of the project policy, annual plan, budget review, and project proposal and reports to donors. Ensure regular contact with MoH and other local medical actors
- Is responsible for the medical data collection, analysis, and reporting to the Medical Coordination in the capital to ensure proper monitoring of the program
- Provides technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with the protocols of MSF medical activities.
- Coordinates, supervises, coaches, supports, and evaluates the medical team members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as MoH protocols.
- Plans and supervises, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development, and internal/external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required and improve staff capabilities.
- Supervises an efficient management of the MSF field pharmacy and medical equipment, in collaboration with the Logistics department and project biomedical service and in consideration of program directions and protocol changes. Monitors consumption and preparation of medical in orders to provide drugs, medical materials, medical devices, and consumables at all circumstances and avoid stock shortage.
- Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures, and emergency plans, and managing any medical evacuation in order to ensure MSF staff health.
MSF Section/Context Specific Accountabilities
Clinical
- Supervise and troubleshoot diagnostic and treatment protocols according to MSF clinical guidelines, including strict adherence to IPC precautions
- Identify areas of improvement and develop strategies, build SOPs, train / coach medical team for improved quality of patient care
- Propose and implement external collaborations to value add to MSF services ▪ Develop collaboration and linkage with other MSF Hospitals and other NGOs for referral pathway
External
- Monitor medical and health trends in the country and in the camps, in collaboration with medical and epidemiology team as part of clinical surveillance and take appropriate measures. (Alerts the management team, initiate discussion related to preparedness
- Establish & maintain administrative relationship with other health sectors actors, CIC office. Participate in camp health sector & coordination meeting & represent MSF
PCA
- Identify and implement possible touch points for community and patient engagement and prioritise actions for improved PCA
- Inter-departmental / inter-service collaboration
- Construct IMOs with support from medical managers using Pharmacy trends and data
- Identify improvements in quality SOPs for Laboratory, and opportunities for external collaborations to provide a wider service for IPD and OPD
- Ensure collaboration between SRH, MH, Outreach with IPD and OPDs
- Ensure interdepartmental (OPD / IPD / Med / Nursing / Lab / IPC / Pharma / Log etc.) understanding of issues
Community Feedback and Patient follow up in the camp:
- In collaboration with Outreach manger and HP team, ensure proper tracking of defaulter patients, ensure required home visit, organize patient care meeting
- Ensure linkage to care of patients referred to specialty services: TB (BRAC), HIV (UHC), disabled (HI), requiring home-based care (IOM) and others
- Improve the activity by acknowledging community feedback
Compensation & Other Benefits
• Salary according to MSF salary grid (Level 12) BDT 183,300,
• Two (2) annual leave days per month worked.
