  • 2-5 years of monitoring and evaluation experience in development contexts with NGOs. Experience with INGOs is preferred.
  • Experience with research methods and data management and analysis in development programming
  • Experience with the right-based programming and/or one of the priority areas of World Concern: Education, Child Protection, Disaster Risk Reduction, Environment, Transformational Development
  • Experience in evaluation design and management
  • Highly developed interpersonal and communication skills, including excellent internal consultation and liaison skills; facilitation and coaching skills
  • Excellent analytical and creative abilities with strong results orientation
  • Fluency in English and Bengali (spoken and written) is required

Other Requirements:

  • Willingness to work in the field at least 70 to 80% of the total time and mitigate the challenges.
  • Able to drive a motorbike and interested in traveling in rural areas having a valid driving license.
  • Applicant who has working experience in holistic transformational development, climate change, disaster risk reduction, good governance, Education, Water Sanitation & Hygiene and women empowerment-related projects will get special priority.
  • Should have good interpersonal skills.
  • Good command of Bangla and English.
  • Sound knowledge on computer operating (MS Ward, Excell, PowerPoint, photoshop, Net surfing)

Responsibilities & Context

Place of Work : This position is Field based (Tala, Satkhira) May require to transfer as per the organization’s needs.

Working Hour : From 8:00 a.m. to 4:00 p.m. without any formal lunch break. Working days are from Saturday through Thursday. The staff may be required to work beyond these hours in emergencies.

Responsible to : Project Manager- Accelerating livelihood opportunities to build resilient communities (ALO) Project.

Role of the position:

As a member of the Programme Development and Quality team, the MEAL Officer provides hands-on support and leads on specific MEAL activities. This includes designing and implementing a robust MEAL system in line with standards and procedures, Accountability and Learning Plans; conducting and supporting evaluation studies (baseline, midterm and end line), designing program monitoring tools, ensuring effective monitoring of program outputs and outcomes; and contributing to annual monitoring and reporting. The position also supports effective accountability systems, including beneficiary complaints and response systems; and will contribute to program and organizational learning processes.

Monitor the project activity, output, outcome & impact. Provide feedback by enhancing the skill and capacity of ALO project beneficiaries and other stakeholders and promote their knowledge on reducing Disaster Risk Reduction by disaster preparedness, introducing alternative livelihood, Agriculture, Climate Change Adaptation, leadership, human rights, justice, gender & good governance through education, advocacy, awareness building and non-violent social action, where World Concern Bangladesh is involved. Provide monitoring direction to the project staff and motivation to the stakeholders and beneficiaries for effectively achieving the program’s objectives, developing their knowledge and skill. Providing all technical support.

Chief Accountabilities:

  • Develop monitoring format as per project need
  • Monitor the project activity output, outcome & impact and report to the Project Manager regularly for the development of the project as per the proposal.
  • Prepare reports as per roster (weekly, monthly, quarterly, half-yearly & annually) and when needed for donors, Country Office & other offices.
  • Assist in developing monthly, quarterly and annual activity plans.
  • Regular field visits to the community group, schools, WDMC, volunteers & SHG members to know their progress.

Duties and Responsibilities

  • Develop an action plan on a monthly basis and submit it to the Project Manager for approval.
  • Visit different groups in the project working areas & monitor activities as per plan and report to the Project Manager.
  • Prepare reports & update them to the Project Manager and preserve them.
  • Prepare different transformational studies on different impact issues on a regular basis (each month 2 cases) & take photographs as and when needed.
  • Prepare documentary film & other innovative tools to monitor the project effectively & efficiently.
  • Monitor the project activity as per plan and provide a necessary recommendation.
  • Develop training modules and training/advocacy/ awareness materials on different issues for the community target group and other stakeholders.
  • Develop a detailed implementation plan of the project along with the Project Manager and other members of the team; preserve the documents for future reference and supporting documents for the next project extension.
  • Facilitate & organize training, workshops and seminars for intended beneficiaries on several Disaster Risk Reduction & Climate Change Adaptation, alternative livelihoods and other social issues to reduce vulnerability and enhance their capacity and skill to bring a positive socio-economic change to upgrade their present social and family status.
  • Provide technical support to program staff to develop their skill, capacity and knowledge on facilitation, and monitor staff to ensure proper accountability in preparing monthly, quarterly and annual reports.
  • Assist field staff in forming Ward Based Disaster Management Committee, Volunteers group, Farmer groups, CDMC groups and Self Help groups and provide them all kinds of support to ensure their appropriate function.
  • Day-to-day day operation of the project in accordance with the project proposal.
  • Develop and maintain a good network and coordination with other development NGOs and GOs, to share experience, knowledge, materials and resources.
  • Prepare weekly, monthly, quarterly and annual reports, collect regular information from field staff and preserve the documents.
  • Visit and monitor the working areas and community people who got the training and support from the project and ensure whether they implement their knowledge to the action. Ensure that community groups (WDMC, Volunteers, Farmer & SHG) sit for regular meetings.
  • Develop good relations and coordination among ALO project staff, WC other program staff, project beneficiaries, local leaders & elites, mass media, government officials and other stakeholders.
  • Ensure accountability in the local purchase and other issues.
  • Helping to develop & upload the project proposal, prepare reports and other necessary document to the SharePoint.
  • Assist project Manger in all sorts of project activities
  • Willing to do any other official duties as may be assigned by the Senior Management.
