  • 3 (Three) months probation period. After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project’s lifetime

  • Working Experience: Must have at least 3 years of experience in the relevant Filed.
  • Applicants should have experience in the following business area(s): Working experience in Program in a National / International NGO.

  • Knowledge in community development, ability to work under timeline, strong partnership development skills, facilitating participatory training, conducting the workshop, brainstorming sessions, focus group discussions, simulation, seminars, meetings, strong interpersonal skills, team-building capacity, problem-solving skills.
  • Well understanding about gender diversity and gender mainstreaming approach
  • Good writing and speaking skills in English and Bangla.
  • Must have computer skills in MS Word, Excel, PowerPoint and SPSS.
  • At least two (2) years of experience to drive Motorcycle and have valid motorcycle driving license.

Responsibilities & Context

Job Context:

Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 September 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is going to implement a project named ‘USAID Bangladesh America Maitree Activity(BAMA)” in Bangladesh at Khulna and Sylhet districts. The project will be implemented by the support of BRAC and Financed by ‘United State Agency for International Development (USAID)’. BTS is going to recruit a Project Officer for the mentioned project the position’s desk office will be at Sylhet and Khulna.

Job Description / Responsibilities :

  • The Project Officer is the responsible for Child Protection including supervising and supporting the quality implementation of activities related to community-based child protection in the project area. He or she is responsible for managing or leading on activities with children groups, Community Based Child Protection Committees (CBCPCs) and other community people under the supervision of the respective line managers.
  • KEY AREAS OF RESPONSIBILITIES:
  • 1: Child protection team management and programme implementation
  • Directly manage the Union/ Pourashova Field Organizer who are responsible for children groups, cmmunity session with the parents groups and awareness raising, ensuring that they achieve their objectives and intended program results.
  • Plan, monitor and evaluate project progress, ensuring timely and quality project delivery, flagging any issues to the line manager.
  • Provide coaching, mentoring and capacity building support to union/Pourashova Filed Orgbanizer
  • Represent the organization in the community and to community leaders and actors, collaborating with other sectors.
  • Ensure all child protection concerns identified are communicated in timely manner for response to the Case Management Coordinator.
  • Ensure adherence to the Child Safeguarding Policy and reporting procedures
  • 2: Strengthen Community based child protection
  • Assist in formation of Adolescent and youth forums in the community
  • Support to organize meetings of adolescent and youth forum to review their plan, share child protection, child marriage monitoring report and strengthen their capacity to address gender, child protection and child marriage issues through gender talk session
  • Responsible for strengthening sustainable child protection through community engagement and structures.
  • Lead in the establishment and running of CBCPCs together with Union/Pourashova Field Organizer, ensuring monthly meetings are taking place and minutes are documented.
  • Manage and deliver trainings for CBCPCs & Youth groups
  • Oversee awareness raising activities, including the development of key messages, session plans and monitoring activities.
  • Ensure the effective running of child and adolescent groups.
  • Experienced in organizing and facilitating trainings, workshops and meetings with government officials and community peoples.
  • Strengthening and coordination mechanism with relevant stakeholders and Govt. Offices.
  • 3: Stakeholder coordination and capacity building
  • Organize Upazilla and district level inception meetings to share the project goal, objective and activities.
  • Support outreach and awareness raising activities to identify vulnerable
  • Support the development of appropriate child protection information materials.
  • Conduct meetings and follow-up meetings with school management committee, teacher and student cabinet representatives to activate student cabinet to monitor at risk of children drop out and child marriage and take actions to address the issues.
  • Conduct Sharing Meeting with religious leaders (all religions), Kazis/marriage registers at Upazilla and City Corporation level on GBV, child marriage and child rights and protection, and their role on implementing related laws and policies
  • Conduct sensitization meetings with men and boys’ groups, and support to organize monthly/bi-monthly group meetings to take preventive actions and child marriage situation monitoring
  • Assist to conduct different awareness raising events, training and workshop based on project activities
  • Oversee to ensure emergency need-based support to vulnerable children.
  • Promote and facilitate union/Pourashova facilitators access to support to their own wellbeing
  • Share information on field-level successes and challenges with the supervisor.
  • Ensure that major challenges are flagged early, and addressed in an appropriate way.
  • Communicate abd coordinate with different stakeholders including C2 organization
  • 4: External and internal coordination and representation
  • Work in close collaboration with CSO network, CBCPCs and other child protection committees to strengthen our relationship with the community and to strengthen the referral system.
  • Ensure internal referral mechanisms (with other sectors) are in place and cases are appropriately managed and followed up when referred
  • Coordinate with other agencies including private sectors offering different services to children
  • Ensure constant and transparent communication and collaboration with relevant stakeholders, including community members, community leaders and families.
  • 5: Data management and data protection principles
  • Ensure that Union/Pourashova Field Organizer respect confidentiality and follow ethical guidelines
  • Ensure that files, registers and computer databases are used in an appropriate and correct manner and ensure Field Coordinator adhere to Information Sharing and Data Protection Protocol
  • 6: MEAL and Reporting
  • Work closely with the monitoring and evaluation team, provide support to develop and implement appropriate monitoring, evaluation and learning systems for child protection interventions, ensure links to report requirements.
  • Provide timely and quality inputs to meet reporting requirements and timeline.
  • Support in preparing quality and timely reports for donors and Senior Management with relevant materials.
  • Ensure good practices are captured, documented and disseminated at project level and thematic programme level.
  • Support to monthly report, quarterly report, half yearly report and annual report preparing.
  • Others: Be able and willing to respond to natural disasters or emergency situations, when needed and any other task assigned by Supervisor and /or Senior Management of BTS.
