Technical Skills:

Proficiency in Technology:

  • Competent in using computer applications, such as MS Office (Word, Excel, PowerPoint), for reporting and data management.
  • Familiar with case management software or databases, where applicable.

Language Skills:

  • Fluent in the local languages spoken in the community (e.g., Bangla, Chittagonian dialect).
  • Proficient in English for communication with international partners and in report writing.

Qualifications:

  • Experience: At least three years of experience in designing and implementing DRR programs, especially in crisis-affected areas and familiarity with Disaster management structure, policy and practice
  • Skills: Proficiency in MS Office (Word, Excel, PowerPoint) and familiarity with case management software or databases.
  • Strong communication skills, with fluency in English and Bengali. Knowledge of the Chittagonian dialect is an advantage.
  • Ability to work independently and as part of a team.

Responsibilities & Context

Reported To: Project Coordinator

Job Purpose of Project Officer (DRR): The Project Officer (DRR)- will be responsible for the Planning and& implementation, capacity building of the disaster risk reduction and policy practice sector of the Multi-sector Recovery and Empowerment Support for crises-affected communities in Cox’s Bazar DRR initiatives within the host community of Cox’s Bazar. This individual will mainly play the role of the field concentration on the DRR, liaising with stakeholders for system strengthening, re-activating the committee and liaising with stakeholders for system strengthening, re-activating-activating the committee and taking initiatives for capacity buildup with different topics. Will supervise the community mobiliser for prevention efforts and provide support to identify the gaps in taking proper initiatives.

Key Responsibilities:

Program Implementation:

  • Provide technical support for DRR interventions and ensure they are integrated into broader project activities.
  • Organize community outreach, training sessions, and disaster preparedness simulations focusing on protection risk mitigation and disaster preparedness at the community level.
  • Collaborate with local authorities to integrate protection into emergency response plans.
  • Monitor weather forecasts and seasonal risks, taking proactive measures at the organizational and community levels.
  • Maintain strong coordination with service providers and local government bodies at various levels.
  • Identify the protection risk in case of disaster and support the development of IEC materials risk reduction at the community level, highlighting the critical role of the Project Officer (DRR) in identifying and addressing protection risks.
  • Proactive monitoring of the weather forecast and seasonal risk and taking action at the organization and community level for emergency preparedness.
  • Maintain strong coordination with the different service providers and local government at Union Parishad, Upazila and District levels.
  • Prepare and maintain/update detailed work plan(s) that support and achieve activities.
  • Ensure quality reporting and documentation of all activities focusing on the outcome of the intervention.
  • Identify the project success story and capture action photos of the project activities.
  • Conduct regular field visits to support the implementation of activities with a Community Mobilizer giving supportive feedback and guidance as part of the mentoring process
  • Develop situation reports and take immediate initiatives/Plans for emergency preparedness and response

Community Engagement:

  • Educate community members on DRR topics and best practices.
  • Support the formation and functioning of Disaster Management Committees (DMCs) at the community level.
  • Work with local leaders to promote and advocate for disaster risk awareness and preparedness.

Capacity Building:

  • Deliver training and workshops to community volunteers, DMCs, and other stakeholders.
  • Facilitate workshops on disaster management, GBV risk mitigation, gender-responsive services, child protection, and psychosocial support in disaster contexts.

Staff Supervision and Development:

  • Supervise and mentor community mobilizers, ensuring they provide effective services.
  • Conduct regular planning and debriefing sessions with staff to gather feedback and support professional development.
  • Identify training needs and organize relevant training sessions for the DRR team and project staff in collaboration with the Project Coordinator and Upazila Manager.

Monitoring, Reporting & Administrative Support:

  • Ensure accurate data collection and reporting, with tools provided on schedule to relevant staff.
  • Monitor and manage data ethically and safely.
  • Prepare and submit timely work plans and reports, incorporating feedback.
  • Ensure all financial, supply chain, human resources, and administrative documentation is accurately completed.

Coordination & Representation:

  • Collaborate with other NGOs, UN agencies, INGOs, and government bodies to ensure coordinated DRR efforts.
  • Participate in disaster management committee meetings and other coordination forums.
  • Maintain effective communication with other sectors, such as GBV and Livelihoods, to ensure a holistic approach to community support.

Deliverables:

  • Timely and effective implementation of DRR activities.
  • Accurate and timely reporting and documentation of project activities.
  • Successful community engagement and capacity-building initiatives.
  • Active participation in coordination efforts and emergency response planning.
