Responsibilities & Context

Community Development Centre (CODEC) is going to implement the Bangladesh Flood Response 2024 Project, funded by Oxfam Bangladesh; which will assist affected populations in 3 unions Underchar Union, Kaladaraf Union and Aojbalia Union of Noakhali Sadar Upazila under Noakhali districts.

The goal of the project is “Inclusive multi sectoral humanitarian assistance to the most vulnerable flood-affected people to reduce suffering and save lives” through 3 expected outcomes-

Enhanced food security and restored livelihoods for households affected by the Eastern floods in Bangladesh.

Increased access to sustainable improved WASH services for households affected by the floods.

Flood-affected individuals have increased access to protection services; and gender inequities that contribute to GBV are addressed and local humanitarian leadership is strengthened.

The project targets a total of 1,500 HHs (6,450 people) ensuring Emergency Food Security and Livelihoods, WASH, Gender and Protection .

Duration – 11 months.

Responsibilities:

The Project Officer-EFSVL is responsible for ensuring Emergency Food Security and Livelihoods to the beneficiaries.

The project officer will develop methods of project initiation, execution and delivery and will ensure proper coordination and integration with other partner as well as the technical team of Oxfam.

S/he will be responsible for overall community mobilization and engagement.

S/he will ensure plan-wise project implementation as per discussion with the Project Manager and technical team of Oxfam.

Assist the Field Facilitators in achieving project goals and expected outcomes.

Ensure the distribution of winter vegetable seeds through voucher or cash, multipurpose cash grant, mobile money transfer, food ration distribution for 15 days, cash for work activities for 8 days;

S/he will be responsible for ensuring shelter to the affected households through the distribution of winter clothes, construction of sanitary latrines, bathing cubicles, and tube wells;

Assess the affected families and their needs for EFSVL activities.Develop plans to incorporate livelihood-related activities during the development and implementation of the project plans.

Assist and provide training to Field Facilitators to ensure courtyard discussion on WASH, Gender equality, Gender violence, Sanitation and hygiene in post flood-affected areas.

Carry out baseline need assessment with the project team and local partners to identify needs, prioritization, and planning. 

Work with the local authorities and target community in setting participatory beneficiary selection criteria and selections of direct beneficiaries for each type of response. Plan, implement, monitor, and review the implementation of emergency food security and livelihoods.

S/he will ensure reporting on project deliverables on time.

Collaborate with all team members as well as other partner team members to ensure learning sharing and possible measures to be taken for the affected communities.

S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
