Requirements

Education

  • Bachelor/Master’s in a relevant field (e.g., agriculture, development studies, social sciences, economics, etc.);Proven experience 5 years in livelihood-project management and implementation.

Additional Requirements

  • Essential: Must have experience in implementation of Village Savings and Loan Association (VSLA).
  • Experience with the digitalization of VSLA and operation of the DreamSave app is an advantage. Experience to work with USAID supported project preferred
  • Language: Chottagram Languages is an advantage.
  • Proficiency in computer literacy and online tools.
  • Strong understanding of market systems, livelihood interventions, income-generation strategies, and poverty alleviation approaches.
  • Excellent organizational, communication, and interpersonal skills.
  • Proficiency in data collection, analysis, and reporting.

Responsibilities & Context

Job Description:

Purpose of the Position: The purpose of the position is to provide overall technical leadership and support in developing and implementing livelihood development interventions with a specific focus on business and vocational skill development, financial inclusion through implementing VSLA, developing livestock business, market linkage for both off farm and on farm activities. He/She oversees the implementation of the project’s, budget management and monitoring and evaluation functions. He/She establishes effective working relationships, adequate referral and networking with relevant public–private sector, and relevant service providers for the achievement of project goal. The project Officer shall be expected to ensure the project achieves its goals, outcomes, outputs through a multi sectoral integrated approach supporting the implementation of interventions that simultaneously integrate with Women protection and Empowerment, Child protection, Protection Rule of Law (ProL) and Disaster Risk Reduction (DRR) in all aspects of programming. The project officer-Liveliood will be supervised by the Project Coordinator and the Field Facilitator-Livelihood will report to this position.

Key Responsibilities:

Project Planning and Design:

  • Collaborate with project managers to develop detailed project plans, including objectives, timelines, budgets, and resource requirements.
  • Conduct thorough needs assessments and beneficiary consultations to identify the project particiants, livelihood opportunities and challenges.
  • Design sustainable and contextually relevant livelihood interventions based on the assessed needs and project goals.

Implementation and Coordination:

  • Ensure the selection of project participants according to set criteria and guide Field Facilitators in enrolling them in project interventions.
  • Collaborate with the IRC technical team to ensure quality project implementation, focusing on the EA$E approach—VSLA, Learn to Earn, Gender Discussion Series, technical training, and delivery of inputs for livelihood creation.
  • Prepare and deliver training materials for the Learn to Earn module, including business skills and entrepreneurship, in alignment with the project plan.
  • Provide technical support to Field Facilitators in conducting training sessions, developing a field monitoring and supervision process, and offering tailored, individualized training and troubleshooting as needed.
  • Build the capacity of Field Facilitators in using the DreamSave app and ensure its adoption in VSLAs.
  • Support VSLA groups in utilizing the DreamSave app for operations and connecting with financial services as appropriate.
  • Strengthen the capacity of Field Facilitators in VSLA group formation, providing training to VSLA groups and management committees, and supporting savings and loan meetings.
  • Identify youth and women candidates for apprenticeship programs to create employment opportunities.
  • Facilitate capacity-building events for livestock service providers and collaborate with the Department of Livestock to ensure quality services for livestock rearers.
  • Map local market actors and service demand for farm and non-farm participants, establishing linkages with project participants.
  • Assist participants in accessing business development services from market actors and government service providers.
  • Oversee the day-to-day implementation of livelihood activities, ensuring adherence to project timelines and quality standards.
  • Maintain strong coordination with stakeholders working in the project location, especially USAID supported project.
  • Maintain liaison with relevant government departments/agencies and NGOs involved in relevant interventions.
  • Keep communications with the IRC’s Technical manager for ensuring quality implementation.

Monitoring and Evaluation:

  • Develop monitoring and evaluation frameworks to track project progress, outcomes, and impacts.
  • Collect and analyze data to measure the effectiveness of livelihood interventions and identify areas for improvement.
  • Prepare regular progress reports for project management and donors, highlighting achievements and challenges.

Community Engagement:

  • Foster strong relationships with project beneficiaries and community members, promoting their active participation and ownership in project activities.
  • Conduct regular community meetings to gather feedback, address concerns, and ensure the project’s alignment with community needs.

Financial Management:

  • Manage project budgets, track expenditures, and ensure efficient utilization of funds for livelihood initiatives.
  • Prepare financial reports and ensure compliance with funding guidelines and regulations.

Capacity Building:

  • Provide training and mentorship to project staff, volunteers, and beneficiaries to enhance their skills and knowledge related to livelihood activities.
  • Support the development of sustainable income-generating opportunities for beneficiaries.

Networking and Partnerships:

  • Collaborate with government agencies, non-governmental organizations, and other relevant stakeholders to leverage resources and expertise.
  • Represent the organization in relevant forums, workshops, and meetings related to livelihood and community development.
