Additional Requirements

Skill:

The ideal Project Officer (MEAL) should have a solid understanding of both quantitative and qualitative methods and tools, demonstrate excellent analytical skills in data analysis. She/he should have strong data management abilities enable to interpret data effectively, and have proficient in utilizing software such as Kobo Tools, ODK, SPSS, and MS Excel. Additionally, She/he have the capability to assess the needs and gaps in the Monitoring, Evaluation, Accountability, and Learning (MEAL) capacity of partners.

Competencies:

The individual must be a proactive team player, able to work independently with sound judgment. They should excel in building relationships within diverse teams, demonstrating sensitivity, respect, and adaptability. Strong communication skills, both oral and written, are essential, along with flexibility to handle changes, perform under pressure, and adjust working hours. Integrity, alignment with MJF’s values, and cultural and gender sensitivity are crucial for fostering inclusive collaboration.

Experience Requirement:

  • A minimum of three (3) years of progressively responsible experience in a similar role.
  • Experience in designing, planning, monitoring, reviewing, and reporting using Project Cycle management approach and sector tools such as Theory of Change and Logical Framework;
  • Experience of working with project that followed right based approach to address gender-based violence is preferable.
  • Working experience with national or international NGOs will be preferred.
  • Age preference will be 25-35 years.

Responsibilities & Context

Manusher Jonno Foundation (MJF), a Non-governmental Organization working for Human Rights and Good Governance, invites applications from Bangladeshi nationals for the position of:

  • Project Officer (MEAL)

for the ” NAGORIC: National Advancement for Governance and Rights Initiatives in Communities” Project, funded by the NAGORIKATA CEF Fund.

Working Conditions: The position is based in Dhaka, but travel is mandatory to the working areas outside Dhaka. This is a fixed-term contractual position for the project period.

Position: Project Officer (MEAL), Post: 1

Purpose: The Project Officer-MEAL will play a key role in the NAGORIC project’s implementation, and monitoring. The individual will work closely with project and partner staff to develop and track project indicators, collect and analyse data, and develop reports. The Project Officer (MEAL) will also support the design and implementation of data collection tools and methods. The position will be responsible for developing the project’s accountability mechanism and rolling it out into the project.

Job Responsibilities

1. System design and maintenance:

  • Oversee the rollout of the project’s MEAL system, ensuring accountability to donors and beneficiaries.
  • Gather data on project performance for continuous improvement.
  • Create tools, analyze data, and prepare reports for internal and donor use.
  • Support the development of situation reports during emergencies by collecting and analyzing relevant data.
  • Prepare semi-annual, annual, and project completion reports.

2. Data analysis and data management:

  • Create a data management framework for collecting partner data and integrating it into the central project database.
  • Analyze data to identify trends and evaluate project effectiveness.
  • Design and validate data collection processes for partners.
  • Manage and maintain the project’s data backup system.

3. Facilitate review and evaluation process:

  • Lead the process of conducting baseline survey, evaluations and reviews.
  • Track the progress of the surveys and assessments.
  • Finalize reports following the required steps with the consultant.

4. Documentation and Reporting:

  • Maintain project records and draft the donor reports
  • Document field visits, case studies, and lessons learned.

5. Develop accountability mechanism:

  • Promote beneficiary accountability principles to the project team and sub-grantees, providing training and coaching on feedback and best practices.
  • Maintain central feedback and compliance mechanisms for the project.

6. Capacity Building support to sub grantee

  • Assist the capacity development team in organizing MEAL training for staff and partners.
  • Conduct workshops and orientation sessions on MEAL as needed.

Reportable To: Senior Coordinator, Programme (Project Lead) with additional responsibilities to the

Coordinator, MEAL. He/she will collaborate closely with the program team (NAGORIC Project) and all partners. Director Rights & Governance, Director Finance & Administration and other relevant departments
