Education and Experience: Master’s degree in Disaster Management, Bachelor’s degree in Environmental science or Social Science with 3 years of experience in project management, preferably in Disaster Management in coastal areas or Master’s degree in any field with 5 years of experience in Disaster Risk Reduction (DRR) focused project implementation.

  • Having 3rd Division/class or equivalent CGPA in any examination will incur ineligibility.
  • Proven experience in team leadership, communication, and stakeholder engagement.Excellent analytical, reporting, and presentation skills.
  • Strong understanding of project management methodologies and principles.Experience working with government agencies and local communities in Bangladesh in an asset.

Additional requirements Other Qualifications:

  • Age limit maximum 45 years. Can be relaxed for the candidates with relevant experience in DRR project.
  • Knowledge of Disaster Management, Anticipatory Action,
  • Early Warning System, SOD, Trigger Protocol, Participatory Vulnerability Analysis (PCVA), Community Risk Assessment (CRA), Mock Drill, Simulation, Community Contingency Plan, Food Bank, climate change adaptation, Youth mobilization, and climate resilient livelihood in the context of Bangladesh, particularly in coastal region.
  • Skill for developing donor report in English and Bangla is essential.
  • Must have a valid motorcycle driving license.

Responsibilities & Context

Background of the project

The proposed project will enhance the capacities of vulnerable communities and local humanitarian actors to prepare for, manage and reduce disaster risks by improving access to early warning systems, protecting livelihoods, and sharing knowledge and learning on disaster preparedness and response practices to facilitate replication, scale up and sustainability.The project will build on and amplify the achievements, experience and learning that Oxfam and local partners have gained during the implementation of the current MACP grant: Strengthening Community Preparedness, Rapid Response and Recovery in Bangladesh/Asia, 2020-2023. Based on the results and learning from that project, Oxfam and partners will continue working with Community Disaster Committees (CDCs) in the same target areas to provide them with the additional skills and tools needed to take timely actions in anticipation of a crises, and to respond to disasters effectively, in coordination with local authorities. This will enable them to participate more proactively in decision making processes as necessary to prepare for, adapt to and mitigate the impact of disasters and climate change in their communities. The experience and learning from the ACT program to date shows that the capacities of communities and local humanitarian actors for disaster risk reduction (DRR) including preparedness, response, and recovery, also requires investing in anticipatory action (AA) to enable them to lead and manage small scale disasters more effectively at the local level.Oxfam defines anticipatory actions as follows: “Actions taken in anticipation of a crises. This includes forecast-based actions, but also includes actions taken after a shock, with the goal of preventing a shock from developing into a crisis”. For anticipatory actions, we will work to strengthen early warning systems and communication protocols for weather forecasts, identify the most vulnerable community members, develop trigger protocols, improve digital financial inclusion, social protection mechanisms, stockpiling, and explore cash/voucher or non-cash mechanisms as a mean to better anticipate and respond to emergencies.Oxfam and partners will work to improve disaster preparedness and planning processes in the same 12 communities that have been participating in the ACT program to date in Bangladesh. This will include a range of activities aimed to protect livelihoods and will also establish partnership agreements with local actors, vendors, and government authorities to facilitate rapid, effective, inclusive emergency response and early recovery in the event of future disasters. This process will be monitored and evaluated based on Oxfam’s and MACP’s Preparedness indicators which have been designed to assess progress and impact in building disaster ready communities.

WAVE Foundation is implementing Oxfam in Bangladesh Funded ACT Phase II project at Bakergonj Upazilla of Barisal District. For implementing the project WAVE Foundation is seeking qualified candidate for the position of the “Project Officer (PO)”. This position will carry out the responsibility of Project Coordination.

Key Responsibilities

  • Provide overall leadership and management for the ACT Phase-II project implementation.
  • Develop and implement the project work plan, ensuring efficient and timely execution of activities.
  • Oversee the performance of the Field Facilitator§ Closely work with community and local government bodies and Upazilla & District administration
  • Monitor and track project progress against objectives and indicators, identifying and addressing any challenges or deviations.
  • Ensure efficient coordination with Oxfam & WAVE Management, partner NGOs, and other stakeholders.
  • Liaise with relevant government agencies and local youth group to facilitate project implementation.
  • Prepare and submit regular progress reports, financial reports, and other required documents.
  • Represent the project at meetings, workshops, and other events.
  • Manage project budget and ensure sound financial management practices.
  • Identify and implement strategies to ensure project sustainability beyond the project period.
  • Perform any other duties assigned by Oxfam & WAVE Management.

Compensation & Other Benefits

Salary:

Monthly gross salary will be BDT 35,000/- It can be extended for deserving candidate (including all taxes)

  • Mobile & Internet BDT 1000/- per month is provided.
  • Travel allowance of BDT 3,000/- per month is provided.
