Essential: Pharmacy Bachelor degree· Essential Two years, of demonstrated, experience as a pharmacist. Experience in relevant position in MSF or other NGO’s in developing countries is desirable.

Responsibilities & Context

• Participating actively in the definition and update of the annual planning and budgets of the pharmacy activities in the project.

• Supervising the functioning and organization of the project central pharmacy and other peripheral units, setting the protocols and procedures to be followed by all staff in order to ensure the quality of the service provided to the population, including pharmacy vigilance in case of need.

• Defining storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents) in order to ensure good storage conditions (temperatures, humidity and light exposure) and the accurate handling of the products and equipment in terms of hygiene and that all hygiene and security procedures are followed in project pharmacies (cleaning, controlling pests and rodents, etc.)

• Giving support in the ordering and supply process of medicines and medical devices. Monitoring correct stock management across pharmacies within the project area, to guarantee good control and up-to-date data of stock levels and avoid expires, overstocks, and stock outs. Reporting on drug consumption and medical devices dispensed according to protocols, informing on unusual patterns.

• Ensuring, in cooperation with the project logistic manager, proper maintenance of cold chain and storage conditions (e.g. humidity, temperature, light exposure, cleanliness, pest and rodents control, etc.), and that classification and organization of medicines and medical material meet MSF protocols.

• Ensuring the collection of data for monitoring and surveillance of optimal quantity and quality of medicine use. Supporting activities at service level for effective drug distribution and control, quality prescription (analyzing rational drug use), medicines reconciliation, antibiotic stewardship interventions such as restricted use antibiotic review, follow up of pharmaceutical care plans, patient counseling, good dispensing practices and safe medication practices.

• Supervising, coaching, motivating and evaluating all the pharmacy staff under his/her responsibility, in order to ensure the strict respect for working procedures and protocols. Ensuring that all pharmacy staff uses required clothes and equipment according to protocols, i.e. white coat, gloves, etc.

• To define, if needed, training opportunities for the medical staff.

• Carrying out all the reporting tasks associated with his/her field of action and responsibility, ensuring its consistency and accuracy, to support the relevant decision-making and participating in monthly reports according to guidelines (SitReps, medical statistical reports, etc.)

• Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development, and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required

-Monitoring activities and defining objectives

Analyses the data produced by CDT & TSR and anticipates the needs based on project activity. Check coherence between consumption and prescriptions for a list of key items, to be defined with the Deputy Hospital Director/Medical Coordinator/deputy. Collects information relating to any undesirable side effects of medicines and medical material and communicates it to the Deputy Hospital Director. Collects and analyses pharmacy-related data and indicators for reporting purposes (particularly donations, orders, problems, stock shortfalls, etc.). Writes up reports on his activity based on the schedule defined in the mission. Collaborates with the projects’ medical teams and participates in their medical meeting. Participates in discussions on the project’s running and the definition of its objectives. Proposes and sets up useful procedures useful to improve adherence to treatments and the quality of dispensing (training for medicine dispensers, tools, etc.).

Organizes the dissemination of information related to his field of activity.

– Monitoring orders and supply

With the Medical coordinator/deputy, the Mission pharmacy manager and Deputy Hospital Director draw up a standard list of products per type of consumption units (health centre, hospital ward/ department, etc.). Prepares the data required to draw up the medical order (inventory, consumption, needs of the medical teams, etc.). Participates, along with the mission pharmacy manager and the hospital director/deputy, in drawing up, consolidating, planning, and monitoring medical orders. Supervises the reception of international orders and local purchases in the project. Supervises the follow-up of outstanding items of medical orders (backorders). Ensures that the approval process for orders from the different consumption units (departments, health centers, emergency boxes, Ambulances, MCI boxes etc.) is followed. Ensures archiving of all documents is properly done (pro-forma orders, packing lists, etc.)

– Management of medical stock

Defines the stock’s organization following MSF standards and supervises its set up and the stowing of articles. Is responsible for the quality of computerized management of the project’s consumption in CDT and stock in MSR. Ensures that narcotics and psychotropic drugs are properly managed in the project. Ensures physical inventories are conducted on a regular basis, and as a minimum before the preparation of each international order. Is responsible for the monitoring of the medical stock and ensures needs are anticipated (stock shortfalls, surplus stock, expiry dates). Checks that expired products are handled appropriately. Ensures the proper security of and control over access to the pharmacy premises.

– Monitoring the cold chain

Ensures the cold chain is managed and maintained properly, in collaboration with the logistics team.

-Monitoring pharmacies in peripheral units.

Organises and supervises pharmacy management in peripheral units, with the support of in each unit/ departments Supervisor. Ensures that storage rules are respected in the various sites. Harmonises stock management and ordering methods used in these sites/units, and makes sure MSF tools are used. Draws up the planning for the peripheral pharmacies’ supply with the logistics team. Participates in the development of management tools for the peripheral units. Ensures that psychotropic drugs and narcotics are managed properly in these consumption units.

-Preventing infections

Makes sure that antibiotic protocols are followed correctly. Participate in AMR committee meeting. Supplies health care units and the operating theatre with sterile medical material (single-use or sterilized in the sterilization unit ). Actively involved in Infection Prevention and Control committee.

-Team management

Organises and supervises the Pharmacy supervisor, Pharmacy technician and Storekeeper’s work, and that of the persons in charge of peripheral pharmacies (OPD), based on project needs. Organises and leads regular team meetings. Organises information flow within his team. Provide support if requested by BKL team. Required to be gap fill for Mission Pharmacy Manager if requested.

-Quality Assurance

Implement and monitor quality control procedures. Ensure the proper storage and handling of medications. Maintain accurate records and documentation.

-Compliance and Safety

Ensure adherence to health and safety regulations. Implement policies for the safe disposal of hazardous materials. Conduct regular audits and inspections.

– Individual reviews

Carries out annual individual reviews for the members of his team and ensures PMF is well planned and followed accordingly. Ensures the DATA confidentiality and record keeping of pharmacy data, especially the Narcotics usages in the departments.

– On-going training

Defines his team’s training needs in accordance with project objectives. Participates in the training of his team members through on-the-job training.

Compensation & Other Benefits

Permanent contract.Salary according to level 10 (ten) of the internal MSF salary grid (BDT 131000 Gross). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employees and direct dependents based on Health Care Policy- Locally Recruited Staff. There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
