Requirements

Education

  • Knowledge of different data collection methodologies and proven capacity to analyze statistical information.
  • Proven abilities in data collection, compilation, analysis and reporting with ability to write in a clear and concise manner and effective oral communication.
  • Proven skills in infographic management.
  • Good communication and capacity-building skills.
  • Computer skills (Microsoft office suite).
  • Demonstration of DRC Core Competencies.

  • The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.

POSITION PROFILE

  • The Protection Information Management (PIM) Specialist will be responsible for designing and implementing relevant PIM workflows, processes, and systems within DRC Bangladesh. This role involves executing the Protection Strategy, as well as developing, implementing, and enhancing PIM systems, processes, and policies in accordance with DRC’s operational standards and procedures.The PIM Specialist serves as the key to ensuring all data in active Protection programming (currently Case Management, GBV Case Management, Protection Monitoring, GBV Prevention and Community-Based Protection), as well as contribution of Protection to country office Advocacy, is stored, maintained and, as per Protection, GBV and country office guidance on data protection, made available to users and stakeholders in an accessible manner that respects confidentiality standards. The position reports to the GBV Manager and is accountable to the Protection Coordinator and Protection Manager.

DUTIES & RESPONSIBILITIES

Data Management and Analysis

  • Creation of new tools for data management based on evolving needs of the Protection and GBV programmes. As examples, these include, tools that allow participant level tracking and repeat participants on Activity Info, adaptation of case management tools for different displacement statuses, tools that allow project managers to track cash for protection in a manner consistent with confidentiality standards in Protection and GBV.
  • Maintenance of tools including by supporting data entry staff in encoding data and upskilling in use of the platforms selected; and by cleaning the data from an IM perspective.
  • Ensuring vailability of updated and quality information for informed decision-making by DRC’s Protection Management and Coordination team inclusive of GBV by identifying pertinent variables, including analyzing and interpreting multiples datasets, identifying trends and patterns in protection issues and project management.
  • Provision to the GBV Manager and, with their assent, the Protection Coordinator, Protection Manager and Protection Monitoring Team Leader, with adaptations of tools and updates relevant to the data points and needs they prioritise at a frequency agreed on with them.
  • Proactive recommendation to the GBV Manager, Protection Coordinator and Protection Manager on system improvements and potential alternatives in keeping with programme needs.

Information Management Standards

  • Ensure the compliance of information systems and process with the applicable SoPs, standards and guidelines related to information management and data protection, including the Protection Information Management (PIM) standards and principles specific to the country office, to DRC’s internal guidelines on Protection, GBV and data sharing; as well as relevant IASC standards such as the GBViE Minumum Standards and other Protection and GBV AoR endorsed guidances such as the UNHCR IRC Case Management Guidance.

Data Visualization

  • Creation, maintenance and adaptation of dashboards for routine reporting based on prioritization by the GBV Manager on behalf of the shared priorities for Protection and GBV at area and country level.
  • Visualization of data required for specific Protection and Advocacy deliverables including ad hoc thematic. emergency and high level reporting.

Coordination and Representation

  • Serve as DRC’s usual focal point for GBVIMS and future potential PCM IMS fora with the Protection sectors. They are expected to be able to backup the Protection Monitoring TL in exchanges on Joint Protection Monitoring. They will represent DRC, appropriately involving the line manager, Protection Coordinator and Protection Manager, based on representation capacities.
  • Take on representation within DRC on pilots or initiatives specific to PIM, such as but not limited to, engagements on piloting GBV PEF.
  • Serve as DRC’s usual focal point 5W reporting to GBV SS and the Protection Sector, with the potential of taking on more representation requiring PIM expertise

Safety

  • Compliance with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.
