Responsibilities & Context
Main Purpose:
To engage with senior management on the strategy to implement the safeguarding minimum standards including the MSF behavioral Commitments; supervise and monitor all the prevention activities, support the establishment of safe reporting channels, and promote a safe environment for staff, patients and communities. Coordinate all prevention activity at projects level to influence a change of MSF’s working culture to be more aligned with MSF’s values and principles. COLLABORATION AT MISSION LEVEL Internally: Engage with the Dep HoM and Project Coordinators to determine the prevention and safe-guarding needs in the mission and its projects. Collaborate with the HR department and Field Coordina-tion team (Project Coordinator and/or Project Medical Referent and others), regarding the planning of all activities, their monitoring and follow up.
Accountabilities:
- Ensure, with the Project Coordinator and under the guidance of the technical line, the design implementa-tion and follow-up of the safeguarding prevention strategy at project level.
- Conduct Context analysis related to barriers and fears to feedback and complaint in the project.
- Assist PC/Deputy HOM in the safeguarding risk analysis and conduct necessary discussions with all stakeholders in the mission to identify risks and develop mitigation action plan.
- Design and implement awareness raising activities at field level for all staff about the minimum Ethical conduct, risk of safeguarding breaches and the existing feedback and complaint procedures.
- Raise awareness at field level with all MSF statt about how to prevent any unethical conduct, explaining to all staff individual and institutional responsibility, and what to do to if they are victims, or if they witness a potential harmful conduct towards staff, patients or community members.
- Coordinate and conduct sensitization safeguarding activities for patients and caretakers, ensuring they understand their rights, and to evaluate how they relate to MSF.
- Engage with the Project teams on embedding the safeguarding minimum standards and related policies into the contractual framework at project level for all staff and partners.
- Support the mission and project to define and establish more secure and accessible feedback and com-plaint procedures, for staff, community, and patients.
- Raise awareness about how to welcome a complainant in a sensitive and adapted manner to provide or raise a safeguarding concern, including where to refer complainant.
- Ensure close supervision of prevention activities and safeguarding focal points at project level.
- Produce monthly report including assessment of the context related to barriers, weaknesses and strengths of the project, main topics of discussion and problems encountered, sessions and trainings done, reporting and communication systems that are in place or in need to be established/ to change.
- Support all teams in the adaptation of the tools to the context/populations.
MSF Section/Context Specific Accountabilities:
- Liaise with the Project Coordinator and Safeguarding Advisor/Deputy Head of Mission to update on findings and progress.
- Produce monthly contribution to the Sitrep report including comments on the context related to barriers, weaknesses and strengths of the project, main topics of discussion and problems encountered, sessions and trainings done.
- In collaboration with the Safeguarding Advisor/Deputy Head of Mission, analyse the local resources available through NGOs and associations if any implicated in prevention of sexual harassment and abuse.
- To collaborate with other MSF sections and NGOs in facilitating awareness sessions under the guidance of Deputy Head of Mission.
- At the request of the Project Coordinator follow up on Safeguarding related topics and projects with the relevant managers and supervisors.
- When needed adapt training and implementation resources to the context and in line with the Project safeguarding priorities coordinating with the LnD plan of the mission.
- In coordination with teams involved with community-based activities, to follow up and participate in the implementation of the Community Feedback Mechanism, including the conduct of focus group discussions with patients and com-munities; organizing workshop sessions with staff on the subject; follow up on the deployment of the mechanisms.
- Channel feedback and complaints received to the appropriate channels set out by the Mission.
- Ensure that relevant support (e.g. medical, psychosocial, safety) is provided for those involved in disclosures (whistleblowers, witnesses, alleged victims, subjects of complaints) in coordination with the Safeguarding Advisor and the Project Coordinators.
- Ensure safe handling of data received and accurate record keeping, with attention given to communication with line management.
- Carry out consultations with patients and staff to identify suitable risk mitigation measures to Safeguarding issues previously identified
- Support the facilitation of potential working groups related to safeguarding.

• Salary according to MSF salary grid (Level 7) BDT 78000,
