Additional Requirements

- Prior experience working with UNICEF or other UN agencies is highly desirable.
- In-depth knowledge of Behavior Change Communication (BCC)/Social and Behavior Change (SBC) approaches.
- Proven experience in PSEA and safeguarding monitoring within community-based programmes.
- Strong command of qualitative research methods, including tool development and field data collection with developing monitoring framework.
- Excellent writing, analysis, and communication skills in English
- Deep understanding of the Rohingya refugee response and local cultural context.
- Ability to work independently in remote and challenging environments.

Responsibilities & Context
Job Context:
As part of its partnership with UNICEF, EIMS is seeking a qualified and experienced SBC & PSEA Expert who will play a critical role in monitoring the behavioral change interventions and safeguarding systems implemented through UNICEF-supported programmes. This role involves conducting field assessments, analyzing feedback mechanisms, assessing community knowledge and perception, and reporting on safeguarding indicators to enhance programme effectiveness and accountability.
Responsibilities:
- Conduct qualitative assessments with parents, caregivers, and children to evaluate behavioral change progress under UNICEF’s community-based programmes.
- Monitor and assess the quality, accessibility, and effectiveness of Community Feedback Mechanisms (CFM), including Integrated Feedback Channels (IFCs) and sectoral platforms.
- Conduct periodic monitoring on the effectiveness, efficiency, relevance, and sustainability of SBC interventions.
- Provide field-based insights and data for Post Distribution Monitoring (PDM), Rapid Needs Assessments, End-user Monitoring, and Outcome Assessments.
- Assess knowledge, attitudes, and practices (KAP) regarding PSEA and Child Safeguarding among beneficiaries and implementing partners.
- Monitoring the accessibility, community perception, and trust in PSEA reporting channels available to programme participants.
- Monitor the visibility and availability of PSEA/CSG communication materials (e.g., posters, hotlines, focal point contacts) in programme sites.
- Support community consultations on PSEA and behavior change interventions, ensuring voices of marginalized groups are captured.
- Assist in developing and adapting tools, guideline and methodologies for monitoring SBC and safeguarding activities.
- Provide clear, timely, and analytical reports to EIMS and UNICEF PMR and Programme teams.
- Perform other relevant tasks as requested in alignment with the TPM objectives.
- Collaborate with community groups, stakeholders, and local authorities to ensure inclusive participation and feedback loops.
- Document and report field findings, lessons learned, and best practices to inform future interventions.
Contract duration: Up to December, 2025. (Position will extend based on availability of fund).
