  • In-country contextual understanding and operational experience.
  • Solid network and relationship with relevant security stakeholders.
  • Excellent written and verbal communication skills.
  • Ability to work in a multi-cultural environment.
  • Good stress management skills – the ability to think and work quickly and calmly under pressure.
  • High level of proficiency with computer applications including Word, Excel, Microsoft Office, Outlook.
  • Fluency in English and Bangla. Good command of Local language is preferable.

Responsibilities & Context

Job Purpose

The Security Manager under line management of the Head of Sub Delegation (HoSD) for IFRC in Cox’s Bazar and technical supervision of the Security Manager, IFRC Country Delegation (CD) in Dhaka and Regional Security Coordinator – is responsible for supporting the HoSD in maintaining a comprehensive and effective security management that will have a positive impact on, and enhance, personnel as well as asset safety and security.

The PMO Security Manager also serves as the Civil Military coordination focal, responsible for liaison with Law Enforcement Agencies including Police, Military, and other government authorities in order to support PMO with matters regarding safety security and other program related activities.

Duties and Responsibilities:

  • Build and Maintain Coordination Networks
  • Establish and maintain effective local external networks with UN agencies, International and local NGOs, police, military, and other government authorities in matters related to safety, security, programs and other operational activities.
  • Attend formal and informal meetings, report and disseminate information to managers and government authorities as required.
  • Further develop and maintain good internal working relationships with Bangladesh Red Crescent Society, ICRC and with IFRC’s in-country memberships and with Regional Security, Asia Pacific.

Monitor

  • Monitor the general security environment in Cox’s Bazar (& any other area specified by HoSD) and keep the HoSD and Regional Security Coordinator informed of developments, major incidents and events promptly.
  • Prepare timely security advisories relating to safety and security incidents, events or issues of concern.
  • Monitor compliance with area-specific security regulations and travel instructions procedures.
  • Oversee field movements, including vehicle safety and security equipment contingency equipment, and communications equipment.
  • Conduct residential, office, warehouse and camp site safety and security assessments.
  • Ensure that actions are taken to implement and maintain Minimum Security Requirements (MSR).

Security Planning

  • Conduct risk assessments and context analyses and in consultation with the HoSD and technical management, disseminate the findings appropriately.
  • Regularly update key security documents including Security Risk Register, Security Regulations, Relocation, Medical Emergencies and Critical Incident Management Plans.
  • Regularly update contingency plans for cyclones and other extreme weather events, in coordination with the Disaster Risk Reduction team.
  • Ensure periodic fire safety audits and undertake mitigation measures of important installations such as Field Hospital, SARI IITC, PHC, MCHC, Warehouse, sub- office and PMO office.

Incident Management

  • Report any internal/external security-related incident to the HoSD and Regional Security Coordinator.
  • Be on call to manage safety and security incidents, including liaising with law enforcement and security forces, emergency services and authorities.
  • Incident analysis including gathering of information and reporting to senior managers.
  • Monitor and support IFRC security incident reporting, record incidents and take or recommend action to prevent recurrence.
  • Staff and Visitor Support – Briefing, Training & Instruction
  • Conduct security briefings for new staff, volunteers and visitors.
  • Conduct fire, cyclone and earthquake safety training, including equipment instruction and regular drills.
  • Facilitate and co-deliver driver safety and security training in close coordination with Logistics and Admin.
  • Conduct safety and security training for RCRC personnel.

Management

  • Supervise and manage the PMO Security Officer – including objective setting, six-monthly appraisals and personal development.
  • Support IFRC management in the development of a business continuity plan and risk register monitoring, relocation plan and other such measures necessary to ensure the safety of the staff and volunteers.

Administration

  • Maintain relationships including regular meetings with security company representatives to maintain. quality of service and resolve any issues or concerns.
  • Provide organizational and operational training and instruction for the security guard team.
  • Ensuring adequate measures and safety of workspace in PMO office, sub-office, field Hospital, PHC, MC and other BDRCS facilities supported by IFRC.

General

  • Enhance the awareness and culture of safety and security amongst PMO personnel.
  • Support/assist HoSD on Business Continuity Plan issues in coordination with the IFRC CD Security Manager.
  • Ensure that the integrity of Red Cross Red Crescent is taken into account in all aspects of operations.
  • Discuss issues relating to acceptable cultural behavior highlighting the fundamental principles of IFRC.
  • Other tasks as needed and assigned by the HoSD or Regional Security Coordinator.
