  • Experience in the Ministry of MOLGRD&C, MOHFW, Ministry of Finance, Ministry of Planning, MOEF&CC,  MOW&CA.
  • Experience in climate change adaptation/mitigation/resilience. Additional years of experience are strongly preferred.
  • Familiar with the Government of Bangladesh’s national adaptation objectives·
  • At least five years of overseas experience with technical and operational issues related to health, environment, private sector engagement, or related matters is strongly preferred.
  • Demonstrated technical innovation and leadership in health, climate change, other relevant programming, strategic planning, and capacity development.
  • Proven experience working closely with government ministries and ability to foster and maintain good working relationships with officials at national and local levels.
  • Fluency in English and excellent communication skills (written and verbal).
  • Excellent leadership, problem-solving, teamwork, and interpersonal skills are required.
  • Willingness to travel to the UHA working areas.
  • Demonstrated experience working independently.
  • Ability to plan, implement, and monitor project activities·
  • Ability to communicate and work effectively with a wide range of counterparts
  • Experience preparing written reports using standard computer programs in the Microsoft Office Suite (i.e., Word, Excel, PowerPoint)

Responsibilities & Context

Brief description of the project:

The purpose of the Urban Health Activity is to strengthen urban health systems, with the goal of improving equitable health outcomes among all urbanites. To achieve its goal, the activity will work with municipalities and city corporations and focus investments on establishing and strengthening urban health systems to provide quality, equitable public health (including health services), optimize available resources, and become more resilient. This Activity will focus on the following four objectives: 1) Improve the capacity of local health authorities to conduct evidence-based analysis of local health systems and epidemiology for decision-making; 2) Institutionalize evidence-based planning; 3) Strengthen urban health systems; and 4) Strengthen urban health system resilience and responsiveness to shocks and stressors.

Position: Senior Advisor Government Coordination

Reports to:  Chief of Party

Location: Dhaka, Bangladesh

Job Summary:

The Senior Advisor Government Coordination will serve as the main point of contact between the UHA project and the highest levels of the Government of Bangladesh. He or she will help the Chief of the Party plan and develop a strategy to gain optimal cooperation and support from relevant GOB offices and maintain effective communication with them. The focus will be establishing a positive working relationship, negotiating program delivery and strategic objectives, contributing to policy reform, and obtaining necessary approvals for program implementation. This position will initiate and facilitate discussions at the urban development division, MOLGRD&C, to provide essential support for the functioning of existing urban health platforms and institutionalize it through collaborative arrangements between local government institutes and national, district, and lower levels of health and family planning. The advisor will coordinate with other relevant ministries, city corporations, municipalities, and district and divisional commissioner offices with senior personnel. Additionally, they will meet and brief senior GoB officials and accompany them in various project-related meetings and site visits.

Primary Responsibilities & Duties:

  • Obtain necessary approvals, facilitate the signing of MoUs, and ensure all compliance with the Bangladesh Government relevant to UHA operations and implementation.
  • Provide orientation and brief high officials of MOLGRD&C, MOHFW, mayors & chief administrators of city corporations &municipalities, and district & divisional commissioners for project start-up and implementation of planned activities.
  • Coordinate with MOLGDR&C, MOHFW, and other relevant ministries to update them on the program’s progress and arrange joint field visits.
  • Support developing effective working relationships with the NGO Affairs Bureau, NBR, and other relevant counterpart ministries for obtaining approvals for registration, projects, international staff and visitors, etc.
  • Establish and maintain transparent mechanisms so that the planned activities with the GoB are completed within the stipulated time.
  • Assist the City Directors of the UHA project in maintaining a good relationship with the divisional/district and Upazila administration to ensure the smooth operation of the UHA program.
  • Ensure timely invites and smooth conduct of Urban Health Coordination Committee and Urban Health Working Group meetings.
  • Be willing to work in any emergency or disaster situation anywhere in Bangladesh.
  • Any other tasks assigned by the Supervisor.
