Responsibilities & Context

Position Overview:

The incumbent will support the Deputy Director Human resource related to Project HR operation. Primary responsibility is to implement effective workforce planning and talent management strategies that contribute to the long-term success and stability of the project. As a member of the HR team, the Sr. HR officer is responsible for the implementation and management of day-to-day HR activities including recruitment, selection, separation and management of the HR information systems and Safeguarding policy implementation for the PLARC Project.. Key Responsibilities:Onboarding and Orientation:

  • Manage recruitment & onboarding of new staff and volunteers for project within the time to ensure the proper procedure and documentation requirements.
  • Organize and facilitate the holding of interviews and selection of recruitment, Reference check and coordinate issuance of appointment letter.
  • Maintain records of all project staff regularly and update monthly basis.
  • Maintaining and updating employees’ attendance, leave, and other relevant documents.
  • Maintain, and update employee database with HRIS software.
  • Monitor & update data in the system for any change including staff promotion, transfer, re-designation, separation, etc.
  • Maintain all personnel files up to date and maintain confidentiality.
  • Facilitate the employee separation process and provide analysis of data and information collected from exit interviews and separation process of separated staff.

Payroll & Financial Management:

  • Compile accurate attendance and leave data for payroll processing.Coordinate with the project finance team to verify payroll and ensure timely and error-free payroll disbursement.Address payroll-related queries and discrepancies raised by employees.
  • Manage and administer the compensation and benefits programs including payroll management.
  • Maintain employee’s monthly timesheet.
  • Oversee the financial settlement process for outgoing employees, including final payments, last month salary and other dues.
  • Ensure compliance with organizational policies and labor laws in all financial settlements.
  • Prepare and maintain documentation related to financial settlements for internal audit purposes.

Performance Management:

  • Lead and support the Performance and Capability Enhancement process of project staff.
  • Conduct training and awareness sessions to emphasize the importance of performance management, ensuring quality objective setting, and timely completion of appraisals.
  • Ensure timely completion of annual performance appraisal with the consultation of management as per policy.
  • Ensure timely completion of provisional appraisals.

Safeguarding:

  • Conduct regular training sessions for staff on HR, safeguarding policies, procedures and code of conduct.
  • Manage employee grievances and provide resolution in consultation with the Head of HR.
  • Organize and maintain records of training and development programs.
  • Support the implementation of HR and safeguarding policies and compliance with labor laws.
  • Contribute to employee engagement activities and foster a positive work environment.
  • Gather information relating to personal complaints and grievances.
  • Manage and facilitate investigative procedures and other disciplinary procedures.

Regular HR Operations:

  • Regular visit to camp Offices as per work plan and supervise overall HR related jobs at field level.
  • Ensure timely renewal of contractual staff with consultation with Deputy Director.
  • Ensure maintenance of a database of all past and present staff. Other Tasks: Performing any other duties as and when required by the BLAST management and in line with BLAST’s mission and vision.
