Requirements
Education
- Master of Commerce (MCom) in Finance
- Course completed in Chartered Accountancy from a reputed CA firm

Required technical skills:
Advanced knowledge of Generally Accepted Accounting Principles (GAAP)
Exceptional oral and written communication skills in both Bangla and English● Proficiency in preparing financial statements
Advanced knowledge of tax, VAT, RJSC fillings, NGOAB rules and regulations
Excellent ability to prepare the budget and have budgetary control
High level of proficiency in G Suite, and MSW Suite including Microsoft Excel
Hands-on experience with accounting and financial management software specially in Tally, Quickbook and other modern tools
Data query/data management abilities to help the organization manage and employ said data to its advantage
Excellent knowledge of data analysis, risk management and forecasting methods
As an accounting and finance professional, the candidate must have the ability to conduct independent research
Identify, quantify, and mitigate all sorts of risks and threats facing the organization. Such as: credit risks, market risks, interest rate risks, liquidity risks, cash flow mismatches, adverse currency movements, fluctuations in commodity prices and so on
Implementing financial systems and integrating them with operational and donor databases
Extensive knowledge of accounting principles, policies, and practices
Working knowledge of project management methodology, supply chain and VAT requirements
Ensuring that the service is effectively resourced to deliver to the required standard
Soft skills:

Responsibilities & Context
Bangladesh Youth Leadership Center (BYLC)-the country’s first leadership institute—builds leadership, employability, and entrepreneurship skills in youth from diverse backgrounds, nurtures their values of integrity, respect, and empathy, and connects them to jobs and business opportunities. With the aim to develop compassionate, competent, and courageous leaders, BYLC envisions that these youth will have a high impact in the public, private, and civil sectors and demonstrate proactive actions for positive socio-economic and environmental changes. By empowering young people to act on behalf of issues they deeply care about, BYLC aspires to create a prosperous, just, inclusive society and a sustainable world.
Oversee finance, accounts, and supply chain management of the Bangladesh Youth Leadership Center (BYLC), its programs and projects, and ensure efficient and effective management and health in this regard.
Major responsibilities (detailed job description will be available for short listed candidates)
Ensure achievement of BYLC’s vision, mission and goals and promote BYLC values
Efficiently manage the finance, accounts and procurement teams
Function as a member of BYLC’s Management Committee (ManCom) following its Terms of Reference
Advise on all major contract letting teams, advising board members and officers at all levels on an extensive range of financial issues covering procurement and contract letting
Ensure teams are well acquainted with the BYLC’s organizational goal and prepare their objectives and priorities
Take on a pivotal role in meeting donor targets and requirements ensuring compliance and value for money
Collaborate with diverse teams to meet organizational and project goals
Budgeting and forecasting for projects & their management
Set up and maintenance of the financial system on the emergency team laptop and development of procedures for tracking income / expenditure in accordance with BYLC policy
Supervise the preparation of allocations of funding and budgeting of planned expenses in the components of the response. Manage the day-to-day functioning of the finance section, including cash disbursements, cash receipts, etc and are involved, either directly or indirectly in disbursing/monitoring/reporting expenditures made by subgrantees of BYLC
Play a leading strategic service-focused role in the construction of the council’s revenue budget and capital programme, including providing advice to officers and members on the choices that need to be made. Contribute to the closure of accounts process and to ensure that the annual accounts are accurate and produced within statutory timescales
Devise and ensure delivery of a comprehensive programme of financial monitoring reports to allow effective monitoring and planning by managers at both a strategic and operational level on all aspects of the use of financial resources (revenue and capital)
Contribute to the creation and implementation of best practice procurement vision, strategy, policies, processes and procedures to aid and improve operational performance. Manage, coach and develop high performing purchasing and cost estimating teams that meet agreed objectives and which deliver best practice results, added value and continuous improvements
Ensure the filling of all the regulatory returns (such as: VAT, Income Tax, RJSC etc.)
Ensure the deduction of VAT and AIT and deposit them into the government treasury accordingly
Maintain all the registers and records as required by all the regulatory authorities
Provide necessary support to the BYLC Board
