  • Minimum experience of 2 years with NGOs, UN agencies, or international development organizations, and out of 3 years experience in the Health project or Programme as MEAL or related position.

Responsibilities & Context

Responsible for:

  • Assist in designing the methodologies and tools to ensure the availability of clear and accurate information at the program/project level.
  • Play an important role in data management and quality by designing a MEAL system that adheres to standard MEAL Guidelines, the MEAL Minimum Standards for Quality, and the guiding MEAL policies and procedures.
  • Provide technical support to the program and build capacity in the health program through strengthening learning and knowledge sharing across the wider humanitarian community.
  • Project development includes preparing and managing the MEAL budget, staffing plan, and project design, proposal writing.

Activities:

  • Oversee the data entry system from the health facilities and other centers in the field and timely reporting of data and statistics to different stakeholders.
  • Lead the regular Report process and work closely with program technical leads to aggregate project data.
  • Provide support in planning project data quality audits and monitor and coordinate routine data quality audits conducted in different sites, compile results at the project level, and develop action plans to implement corrective measures.
  • Provide support and coordinate data gathering and data management of population-based surveys and surveillance activities.
  • Write full narrative reports (needs assessments, internal reviews, progress reports) and executive summaries.
  • Support in Community-Based Feedback and Response Mechanism (CBFRM) and other participative forms of community engagement and feedback collectionCommunicate with Facility In-charges of all health facilities and data entry-related staff to ensure quality data entry from field-level.
  • Support to program and MEAL team with developing the results framework, theory of change, log frame Program Monitoring Tool (PMT), and MEAL plan including indicators for existing and new projects.
  • Assist the team in ensuring accountability to affected populations (AAP) data is collected routinely throughout the project cycle, enabling evidence-based programming and corrective action.
  • Support to implement DHIS2 where appropriate and applicable, control and manage DHIS2 and data entry requirements.
  • Conduct regular site visits or when required to monitor service provision and ensure data quality.
  • Support MEAL and the project/program team in conducting statistical analysis including descriptive (univariate and bivariate data analysis) and inferential analysis using statistical software.
  • Organize internal reviews and lessons learned workshops and present practical recommendations.
