  • Strong understanding of thematic areas such as WASH, Education, Livelihood, Gender, and Inclusion, alongside sectoral and donor standards (SPHERE, IASC, OECD-DAC), with knowledge of local contexts, particularly related to Rohingya communities.

  • Proven leadership, stakeholder engagement, and project management skills, with the ability to oversee MEAL processes, manage resources, and work collaboratively with diverse teams and partners.

  • Advanced communication, reporting, and capacity-building skills to present insights clearly, support team learning, and enhance MEAL capacities within partner organizations.

  • Reasonable training in development and monitoring issues.

Experience Requirements

  • Minimum 5 years of working experience in MEAL. Experience in both emergency and development contexts, preferably with solid experience in more than one of the sectors of food security, livelihoods, nutrition WASH, rehabilitation, protection, and/or education. Previous experience working with Rohingyas or displacement issues is desirable.

Responsibilities & Context

Job Purpose

The Senior Manager for MEAL oversees and implements MEAL systems within the Pooled Fund for the Localisation Project, focusing on Monitoring, Evaluation, Accountability, and Learning. This role involves leading knowledge management and reporting throughout the project. Key responsibilities include coordinating MEAL rollouts, setting up standard procedures, and ensuring accountability to beneficiaries. The Senior Manager will bring experience and innovation to improve MEAL systems, oversee evaluations, manage budgets, and contribute to proposal development. Strengthening MEAL capacity among Pool Fund teams and partners is also a priority. Additionally, the Senior Manager will prepare work plans, monitor progress, and work closely with the Head of the Pool Fund for evidence-based decision-making.

Key Responsibilities

  • Adhere to Pooled Fund’s Monitoring, Evaluation, Accountability and Learning (MEAL), Knowledge Management (KM) and Reporting standards and protocols.

  • Provide technical support to Head of Pooled Fund and Senior Director with evidence-based strategic directions during the development of funding proposals.

  • Develop and review log frames and M&E Plans (MEPs) of the project and for the partners.

  • Evaluate, develop, maintain, and improve the functionality of Pooled Fund’s MEAL, KM, and Reporting systems to support evidence-based programming, goal and outcome measurement, decision-making, and advocacy.

  • Develop and review tools, methods, and formats for MEAL, KM, and project reporting and ensure alignment.

  • Collate and consolidate PFL information on reach, coverage, and short-term outcomes to improve advocacy, communications, and project learning.

  • Facilitate management of external evaluation processes or lead on internal evaluation activities.

  • Set up a knowledge management system, collating lessons learned from programme implementation in collaboration with the Head of Pool Fund.

  • Help PFL teams to develop learning agendas and work closely with them in identifying learning and priorities, and cascade that process to the project level.

  • Conduct programmatic monitoring over Pooled Fund for Localisation, and monitor local NGO’s progress report using harmonised templates & Indicators.

  • Develop a digital MIS system for the project to capture real-time MIS data for all components, and develop harmonised reports for all BNGOs’ sectoral projects every quarter for donors.

  • Provide necessary technical support to Head of Pooled Fund in designing Monitoring, Evaluation, Accountability and Learning tools, data analysis, and report writing.

  • Maintain regular coordination with BRAC HCMP central MEAL teams, and other sectoral teams (WASH, Education and Livelihood), and conduct capacity development of Pooled Fund staff through need assessment, planning, training, and follow-up.

SAFEGUARDING RESPONSIBILITIES

  • Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the project goals of safeguarding implementation. Act as a key source of support, guidance, and expertise in safeguarding for establishing a safe working environment

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action

  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
