  • Demonstrated relevant technical skills in analyzing and interpreting quantitative and qualitative data and packaging the findings.
  • Excellent organizational and oral and written communication skills, as well as English.
  • Progressively responsible experience monitoring and evaluating building capacity for government institutions, program beneficiaries, and staff.
  • Extensive knowledge of reporting procedures, including USAID best practices, guidelines, and tools for monitoring, evaluation, and learning, including impact evaluation.
  • Ability to work well in a team and with various partner organizations.
  • Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various commercially available statistical software programs.
  • Demonstrated experience in monitoring results and indicators.
  • Experience with electronic data collection and analysis required.

  • Computer Skills are essential. Including word processing, graphics and statistical analysis (e.g. Stata, SPSS).

Responsibilities & Context

Job Summary:

The Sr. Manager MELR position is full-time with Dhaka, Bangladesh’s Bangladesh Urban Health Activity (UHA). The Sr. Manager MELR will report to the Director MELR. The position will provide technical guidance, clarification, and management for successfully monitoring and evaluating the program. The MERL Sr. Manager is responsible for designing and overseeing the project’s MELR system, which will integrate standard best practices with innovative methods. S/he will also ensure accurate, compelling, and actionable reporting of results for program activities, oversee learning and adaptation processes in close coordination with the program team. Additionally, the senior manager will work closely with the MELR director to integrate all MERL activities strategically and functionally and collaborate with the USAID M&E team and UHA’s research partner.

Primary Responsibilities & Duties:

  • Work closely with the Director MELR and Research Partner and collaborate with the program team to develop a system for monitoring progress towards the intended results of UHA by identifying key performance indicators and developing standard data collection tools.
  • Assist the research partner in designing and managing health system assessments, equity analysis, formative research, follow-up assessments, and collecting performance indicator data.
  • Oversee developing and maintaining a comprehensive project data management system, including the effective, efficient, and secure data flow from collection through compilation, storage, analysis, and reporting.
  • Systematize data quality in all MELR activities to ensure data validity, reliability, precision, integrity, and timeliness through routine data quality assessments (RDQA) and implementing corrective actions to improve data quality and accountability of the program team and partners.
  • Support Director MELR in ensuring accurate and timely reporting to USAID per cooperative agreement/contract requirements. Support Director MELR in response to USAID and GOB ad hoc requests; and responsible for the data analysis, writing, and review of the results and learning sections of program reports in collaboration with program staff before submission to the donor and government.
  • Integrate participatory MEL methods for promoting local ownership and sustainability and ensure inclusive and gender-sensitive MEL.
  • Support Director MELR, Chief of Party,, and Deputy Chief of Party to ensure data use for decision-making through routine data review and interpretation, packaging and disseminating findings meaningfully, and making recommendations for program adaptation.
  • Co-create with key stakeholders a targeted learning agenda to generate evidence to guide adaptation of current activity, design future interventions in public health system recovery and resilience, and lead operationalization of the agenda and dissemination of findings.
  • Assist the Research Partner in designing and conducting/managing appropriate operational research methods to respond to the learning agenda and provide internal evaluation.
  • Coordinate external evaluation processes, including drafting the evaluation ToR and selecting the firm/consultant in alignment with the UHA.
  • Ensure appropriate capacity development and supportive supervision for staff in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MELR plan.
  • Work closely with the MELR Director and Research Partner to conduct an annual self-assessment project for the MELR system using JSI’s Standard assessment tool and develop an action plan for addressing gaps with the program team.
  • Work with the Senior Manager of Communications and Documentation to produce learning products and thought leadership pieces relevant to the project intervention; present at conferences or webinars regarding the project’s MELR successes.
  • Other tasks relevant to MELR as assigned by Director MELR or UHA senior management.
