Responsibilities & Context

The position is responsible for providing strategic leadership, oversight, and management support to program staff for all aspects of Field Operations related to grant-funded projects and Support Office Funds within the World Vision Bangladesh Rohingya Crisis Response (WV BRCR) programme.

The position is responsible for providing strategic leadership, oversight, and management support to program staff for all aspects of Field Operations related to grant-funded projects and Support Office Funds within the World Vision Bangladesh Rohingya Crisis Response (WV BRCR) programme.

This role will lead the operationalization of strategic priorities into programming, ensuring that all initiatives are effectively managed and aligned with the Organizational Strategy.

Provide strategic leadership to the program team, supporting the Senior Leadership Team in achieving the Bangladesh Rohingya Crisis Response (BRCR) Strategy in missional programming.

Communicate the vision and goals clearly and compellingly, inspiring and directing the team towards a shared purpose.

Develop and empower a new generation of program leaders and technical specialists within World Vision Bangladesh, fostering a culture of growth and development.

Lead effective programming in interfaith and high-context cultural settings across program locations, ensuring sensitivity and adaptability.

Oversee the development of annual program budgets, monitor expenditures, and take corrective action to ensure timely implementation of impactful programs that benefit vulnerable communities.

Ensure programs align with the organization’s Development Approach, WV Bangladesh strategic priorities, and program designs, achieving Projects and Strategic Outcomes.

Ensure the full and timely execution of BRCR Detailed Implementation Plans (DIPs) and efficient budget utilization.

Ensure programs are well-managed, executed on time, and within budget, meeting donor and community accountability requirements.

Provide leadership for effective disaster management and response, adhering to World Vision’s protocols and standards, including the development and implementation of a Country Office disaster preparedness plan.

Facilitate program reviews for learning and implement operational aspects of the Organizational Capacity Plan (OCP).Oversee operational risk management, ensuring the implementation and maintenance of core security requirements.

Contribute to the new WV BRCR strategy and making it relevant to both community and national contexts and aligns with World Vision’s Regional and Global strategies.

Promote understanding of the country office strategy by effectively cascading it throughout all levels of the Programs division. Foster a culture of innovation within the team to maximize growth and impact.

Develop and implement strategies that encourage intentional and mutual learning among program staff, facilitating collaboration across different programs and geographical areas.

Assist staff in understanding, internalizing, and demonstrating key concepts such as the Transformational Development approach and Framework, including Strategic Intent, Detailed Implementation Plans (DIPs), Outcomes, Targets, and perspectives on poverty, particularly child poverty.

Ensure that all program interventions are supported and implemented in accordance with MEAL guidelines and the standards set by World Vision and funding partners.

Cultivate a learning culture that emphasizes evidence-based programming and the documentation of best practices in line with World Vision’s standards.

Provide leadership to ensure quality programming, innovative designs, robust monitoring, evaluation, reflection, learning, and reporting across all World Vision Bangladesh (WVB) program interventions, in alignment with local, regional, and global standards.

Promptly address findings and recommendations from various accountability mechanisms such as peer reviews, operational and financial audits, program evaluations, and insights from the management information system (MIS) database.

Consolidate monthly numerical and narrative reports for the Monthly Program Review (MPR), as well as quarterly, mid-term, and annual narrative reports from donor-funded programs/projects for WVB, regional, and global offices, and donor partners.

Collate monitoring and evaluation (M&E) information and beneficiary success stories for all programs/projects, leveraging this data for learning, improvement, and donor reporting.

Exercise effective leadership, management, and stewardship of donor and organizational resources under the Host Communities & Camp Operations responsibilities.

In close collaboration with sectoral heads, ensure the provision of high-quality services to programs, and that programs comply with regional and global standards, policies, and protocols, including all relevant sections of financial and other policy documents.

Partner closely with the People and Culture team to support the hiring processes for program staff, ensuring the recruitment and retention of the right candidates, and providing them with intentional opportunities, mentoring, and coaching for their professional development.
