Requirements

Education

• Masters / Bachelor’s degree in Textile Engineering, Textile Technology, Apparel Manufacturing, Apparel Merchandising, Fashion Management, Fashion Design & Technology, or a related field.
• Masters / Bachelors in any discipline with Professional Diploma / certifications on Certified Apparel Merchandiser (CAM), Lean Six Sigma (for quality & production efficiency), ISO 9001 Quality Management Certification, Fashion Buying & Merchandising, OEKO-TEX.
• Education requirements may be relaxed for highly experienced candidates.

• At least 3 years of experience in merchandising, including conducting pre-production meetings (PPM), in-line inspections, and final inspections.
• Proficient in developing Tech Packs, Bill of Materials (BOM), and Spec Sheets, with a strong understanding of fashion trends, fabric innovations, and competitor analysis in garment production operations.

Responsibilities & Context

• Under the direct support by the Livelihoods unit of UNHCR, NGO Forum has been operating the jute bag and re-usable sanitary pad production centers in the refugee camps where a number of refugee women from the women headed families are engaging in these productions and also earn daily wages that improve the economic conditions of their lives.
• For scaling-up the livelihood and self-reliance opportunities for the refugees in Cox’s Bazar in Bangladesh, with the support of UNHCR, NGO Forum is seeking a qualified candidate for its skills and livelihoods services for the refugees living at Bhasan Char in Bangladesh.
• The main objective of this position is to carry out the duties and responsibilities of Senior Officer Center Operation for the “Self-Reliance and Livelihoods Project” in Cox’s Bazar in order to ensure that the productions of Self Reliance intervention is manufactured as effectively as possible while maintaining the highest level of standards and quality.
• Proven track record in product design, development, and production management for woven, knitted, or handmade fabrics.
• Strong experience in quality control systems and the ability to develop and implement quality assurance protocols in clothing production.
• Solid background in managing the entire production cycle, including design, prototype development, material sourcing, production scaling, and delivery.
• Previous experience in managing production teams and overseeing multi-disciplinary departments such as design, production, and quality control.
• Extensive knowledge of product design and development processes, including trends analysis, prototyping, and fabric/material selection.
• Expertise in production management, including experience with scheduling, resource allocation, and workflow optimization.
• Proficiency in quality control systems and standards, including the ability to perform inspections, audits, and ensure adherence to international quality certifications.
• Strong understanding of supply chain management and vendor relations, including sourcing raw materials and coordinating with external suppliers.
• Develop and implement production plans to meet deadlines and quality standards.
• Coordinate with teams to allocate resources, manage schedules, and resolve production and quality- related challenges.
• Supervise day to day Production and quality assurance activities & ensure the quality of the products as per requirement and standard.
• Oversee daily operations of the production center, ensuring smooth execution of processes.
• Monitor inventory of raw materials, tools, and equipment, ensuring availability for uninterrupted production.
• Manage procurement processes and track usage to optimize costs and minimize wastage.
• Ensure accurate records of production and provide quality control reports to the relevant supervisor.
• Ensure the preparation of on-time reports for managerial decision-making.
• Prepare reports, including the Finished Goods Report and Stock Reconciliation Report, to provide insights into the status of finished goods and inventory.
• Proven leadership abilities with experience in leading cross-functional teams in a dynamic and fast-paced production environment.
• Strong problem-solving and decision-making skills with the ability to handle multiple projects and meet deadlines.
• Ability to train, mentor, and motivate teams to achieve high performance and maintain quality standards.
• Excellent communication and interpersonal skills for liaising with internal teams, suppliers, and clients.
• Strong focus on cost management, resource optimization, and improving production efficiency without compromising product quality.
• Ensure volunteer payment timely.
• Identify operational bottlenecks and implement solutions to enhance productivity.
• Maintain liaison with Government officials and relevant stakeholders.
• Any other tasks assigned by the Project Management Unit.
