  • Working knowledge of USAID, MEL guidance and policy would be added value

Responsibilities & Context

JOB PURPOSE

Senior Officer, MEL will work under the supervision of MEL Manager to support the sub-grantees to conduct their Monitoring Evaluation and Learning (MEL) activities in Maitree supported projects. The Senior MEL Officer is responsible for collecting output and outcome data of the Maitree project and conducting process monitoring. S/he will also collect location information for GIS and feed into the system.

The Senior MEL Officer will document the learning and conduct surveys in the field periodically for ensuring data quality. S/he will work closely with the MIS Manager and support sub-recipient organizations to provide quality information to MIS and GIS. S/he will prepare monitoring reports and any other task as assigned by the MEL Manager and MIS Manager

KEY RESPONSIBILITIES

Progress tracking on output and outcome in the Maitree project:

  • Collect output data of the project and feed into on-line real time MIS.
  • Collect activity location data to feed into GIS.
  • Develop tools with the guidance of MEL Manager for outcome monitoring and feed into digital data collection platform. Collect and analyze data and produce thematic reports.
  • Conduct process monitoring periodically and produce reports.
  • Generate quarterly monitoring reports (combined with progress and process monitoring information).

Data quality assurance:

  • Regularly check on-screen data in MIS to ensure data validity and inform concerned sub-recipients to rectify if any error is found.
  • Assist with user training on how to use the MIS and mobile application. Conduct surveys in the field to ensure data quality by using standard tools as suggested by USAID guideline.
  • Produce reports on data quality assurance to feedback to the sub-recipients.

Learning documentation & reporting:

  • Collect necessary information from the sub-recipients and document learning.
  • Produce a compiled report on learning on a quarterly basis.

Capacity building of the sub-recipients:

  • Support MIS Manager to conduct training for the subgrantees on MIS and GIS. Also, to roll-out online real time MIS across sub-grantee organizations.
  • Provide regular support to the sub-grantees to operate and maintain MIS and GIS.
  • Enhance the capacity of the sub-recipients to document learning with the guidance of MEL Manager.
  • Support the sub-recipients to conduct annual outcome monitoring of Maitree supported projects by using digital data collection tools.

SAFEGUARDING RESPONSIBILITIES

Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
