Responsibilities & Context

CODEC Improves Access to Inclusive and Comprehensive Eye Health Services in Bangladesh Project.

Community Development Centre (CODEC) is an inheritor of DANIDA Bangladesh derived from a couple of project intervention explicitly DANIDA Boat Building Project and Boat Rental Scheme. CODEC has been working as a people-centered development organization since 1985.

CODEC is implementing different Development projects in the fields of Education, Livelihood support, Environment, Legal Services, Humanitarian Field, Advocacy, Health & Nutrition etc. CODEC aims to provide support and assistance to the disadvantaged coastal communities in their day-to-day struggle.

Community Development Centre (CODEC) is going to implement the CODEC Improve Access to Inclusive and Comprehensive Eye Health Services in Bangladesh Project funded by CBM Global in Bakerganj, Banaripara and Barishal Sadar Upazillas under Barishal District, Bangladesh.

CODEC Improves Access to Inclusive and Comprehensive Eye Health Services in Bangladesh Project aims to establish an inclusive eye care system connecting the main base hospital, community clinics, and vision centers. The context underscores the lack of awareness among persons with disabilities and underprivileged communities regarding available services.

CODEC Improve access to inclusive and comprehensive eye health services in Bangladesh Project will collaborate with three Disabled People’s Organizations (OPDs) – Bakerganj, Banaripara, and Barishal Sadar – along with Sher-E-Bangla Hospital, private hospitals (Grameen Shastho Hospital Barishal, Islamia Hospital Barishal), and the National Eye Care (NEC) of Bangladesh. CODEC will sign MoUs with OPDs, district-level hospitals, and private hospitals, fostering collaboration to enhance accessibility and inclusivity in eye health services.

Project Goal/Overall objective: Improve access to inclusive and comprehensive eye health services in Bangladesh.

Specific objective: Persons with disabilities, persons at risk of disabilities, and marginalized community members in Barishal have improved access to comprehensive eye care services.

Job Responsibilities:

  • The Senior Technical Officer – Optometrician will provide technical leadership and expertise in the project’s planning, implementation, and evaluation. This role involves collaborating with various stakeholders, including local partners, government agencies, and other NGOs, to ensure the delivery of high-quality eye care services. The Sr, Technical officer will also contribute to capacity building and the development of best practices in optometry within the project.
  • Technical Leadership and Support:
  • Provide expert guidance and technical support in the development and implementation of eye health programs.
  • Ensure that eye health initiatives are evidence-based and adhere to international standards and best practices.
  • Conduct needs assessments.
  • Capacity Building:
  • Develop and deliver training programs for local optometrists and eye care professionals.
  • Mentor and support local partners to enhance their technical skills and knowledge in optometry.
  • Program Management:
  • Oversee the project’s planning, implementation, monitoring, and evaluation.
  • Ensure that all project objectives are delivered on time, within scope, and budget.
  • Develop and maintain project documentation, including reports, proposals, and technical guidelines.
  • Stakeholder Engagement:
  • Collaborate with government agencies, healthcare providers, and other NGOs to promote integrated eye health services.
  • Represent CODEC and CBM Global at different forums, conferences, and workshops.
  • Quality Assurance:
  • Monitor and evaluate the quality of eye care services provided through the projects.
  • Implement quality improvement initiatives to enhance service delivery and patient outcomes.

S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
