Responsibilities & Context

Community Development Centre (CODEC) is going to implement the Contingency Partnership to Respond to Emergencies in Chattogram Division, funded by UNICEF Bangladesh; which will assist affected populations in Cumilla, Feni and Noakhali districts., Covering health, nutrition, WASH, child protection, education, and social behavior change.

The project targets over 600,000 individuals, focusing on pregnant women, children, and vulnerable groups. Key activities include medical camps, nutritional support, safe water and sanitation facilities, child protection, and educational continuity, all integrated with capacity development.

Duration – 06 months.

Job Summary:

The Social and Behavior Change (SBC) Coordinator will be responsible for designing, coordinating, and implementing the Social and Behavior Change strategy in the flood emergency response project. The role involves developing and disseminating context-specific, flood-related lifesaving messages through various communication channels. The SBC Coordinator will work closely with local leaders, government entities, and the community to ensure effective communication and engagement during and after the flood emergency.

Key Responsibilities:

Strategy Development:

  • Develop and implement an SBC strategy focused on flood emergency awareness, health, nutrition, hygiene behavior, child protection, and gender-based violence prevention.
  • Design context-specific RCCE (Risk Communication and Community Engagement) messages to be used across different communication mediums.

Coordination and Implementation:

  • Coordinate with district and upazila level facilitators to ensure the delivery of SBC interventions.
  • Organize and facilitate the training of local leaders, faith-based leaders, teachers, and other stakeholders on community engagement standards.
  • Collaborate with government entities like Local Government Institutions, District Administration, District Information Office, Islamic Foundation Office, and Civil Surgeon Office to support SBC activities.

Monitoring and Reporting:

  • Monitor the effectiveness of SBC activities and adjust strategies as needed.
  • Establish an Accountability to Affected Population (AAP) system to collect feedback, queries, and complaints, and ensure timely responses and referrals to appropriate service delivery points.
  • Prepare and submit regular reports on SBC activities to the Project Manager.

Community Engagement:

  • Engage community members in response activities to foster ownership and sustainability.
  • Utilize various communication channels including face-to-face sessions, community miking, radio/FM, and SMS to reach 60,315 people.

PSEA Policy-

S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

Contingent Task Assignments:

The Project Head may assign additional tasks based on the demands of the emergency situation and program requirements.
