Responsibilities & Context
Cox’s Bazar and the three Chittagong Hill Tract (CHT) districts are among the lowest ranked in Bangladesh for education, skills training, food security, poverty and agricultural productivity. The situation has worsened since 2017, with the Rohingya refugee influx, which has put enormous pressure on the local economies, resulting in loss of livelihoods, depressed local wages, increased food insecurity and distorted local market systems. The increased population has also put severe pressure on already limited resources. There is a need for safe drinking water and sanitation facilities. Forests have become degraded negatively affecting biodiversity and ecosystem services. Moreover, these districts are prone to natural disasters including fires, flash floods, landslides, extreme heat and drought. Cox’s Bazar experiences these as well as rising sea levels, salinification of soil and water, and tropical cyclones. In response, USAID’s Host and Impacted Communities Resilience Activity (HICRA) led by Friends In Village Development Bangladesh (FIVDB) will take an integrated approach to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis. HICRA will achieve this goal through the implementation of livelihoods; water, sanitation, and hygiene (WASH); natural resource management (NRM); and disaster risk reduction (DRR) interventions with an estimated 114,000 households across the four prioritized districts, Cox’s Bazar, Bandarban, Rangamati, and Kargarachari.
ROLE
Specialist, Training Methodology will ensure that HICRA training modules and sessions employ adult learning approaches to increase learning and increase positive impacts. The candidate will be responsible for assisting technical leads to design course materials and sessions to be participatory and impactful by using proven pedagogical approaches. The training must consider participants with low, or no literacy, and non-Bangla speakers. The candidate will develop work plans, detailed implementation plans (DIPs), and provide training to the Activity staff. The candidate will work closely with the Cox’s Bazar-based Deputy Chief of Party (DCOP) and all technical leads to ensure synergies across the project – workforce development, IGA, agriculture, disaster risk reduction, WASH, natural resources management, and cross-cutting themes of gender equality, youth empowerment, social inclusion, and environmental sustainability. S/he will provide technical expertise and leadership on all HICRA training approaches (internal and with participants). S/he will provide HICRA staff templates for TOTs and for direct training, review all training material, lead both in person and on-line training and make video-based training job aids for frontline staff. The candidate will create an enabling environment for collaboration, learning and adaptation, contribute to staff capacity building and support localization. This position will also provide the inclusive and well-orchestrated leadership necessary to meet the complex needs of HICRA’s training efforts, in cost efficient ways. This includes collaborating with various stakeholders including the Government of Bangladesh, other USAID activities, traditional leaders, UPG communities and HICRA consortium partners. S/he will apply strategic and analytical skills to accomplish goals and meet objectives, and demonstrate initiative and willingness to work together in partnership with the consortium and all key stakeholders. The Technical Lead will ensure activities are completed as per plan, meet USAID requirements, and maintain good relations with all.
Main Areas of Responsibilities.
- Develop templates for training manuals
- Provide templates for different types of relevant training modules for TOT and direct training for participants that technical staff can use
- Create a ‘toolbox’ of interactive training materials for staff
- Develop and provide training to all levels of HICRA staff on how to facilitate interactive learning sessions, how to conduct TOTs and how to directly train participants using effective methodologies for low-education/literacy adult learners
- Develop templates to guide design and implementation of training materials
- Conduct TOTs for technical staff and front line field staff
- Develop work plan, detailed implementation plans for development of training materials and delivery
- Manage time and costs to maximise efficiency and impact
- Provide weekly updates on progress against plans
- Provide multiple TOTs for technical sectors (income generation, agriculture, WASH, NRM, and DRR) to ensure they understand and are employing appropriate training methodology
- Provide both spot check monitoring of trainings and co-lead some trainings to support on-the-job training
- Field test modules and adapt as necessary to increase learning
- Troubleshoot and adapt training approaches while ensuring the activity meets milestones on time.
- Elevate concerns, challenges and issues
- Electronically publish all final training products in English and Bangla
- Work with interpreters to train CHT so they can effectively deliver the trainings in their local languages
