Brief Project Description
The purpose of the Urban Health Activity (UHA) is to strengthen urban health systems, with the goal of improving equitable health outcomes among all urban areas in which the project works (Dhaka plus 3 cities). To achieve its goal, the activity will work with municipalities and city corporations and focus investments on establishing and strengthening urban health systems to provide quality, equitable public health (including health services), optimize available resources, and become more resilient. This Activity will focus on the following four objectives: 1) Improve the capacity of local health authorities to conduct evidence-based analysis of local health systems and epidemiology for decision-making; 2) Institutionalize evidence-based planning; 3) Strengthen urban health systems; and 4) Strengthen urban health system resilience and responsiveness to shocks and stressors.
Job Summary
The Subaward Manager is a full-time position with the Bangladesh Urban Health Activity in Dhaka, Bangladesh. The Subaward Manager will report to the Finance & Operations Director. He or she will be responsible for supporting the project’s subrecipient partners, including three Dhaka-based subrecipients and a $2m+ small grants fund. This position will liaise with program and finance staff as well as US backstopping team counterparts to effectively implement project subawards.
Primary Responsibilities & Duties

Conduct pre-award assessments of sub-partners using JSI’s templates.

Identify special award conditions as a pre-award assessment outcome for inclusion in the subaward as relevant.

Using JSI’s templates, determine appropriate award mechanism for partners and manage all subawards.

Provide differentiated management and tracking approach for management of the three larger subrecipients and small grants fund recipients.

Establish system for subaward management, including tracking administrative, financial and technical award requirements, reporting, and compliance.

Liaise with program and monitoring & evaluation staff on subrecipient scopes of work and finance staff on subrecipient budgets to support finalization of subawards.

Develop subrecipient management and monitoring plans, per the JSI template, and document implementation of the plans.

Liaise regularly with program and financial staff to facilitate review and approval of reporting, joint site visits, and understanding of subrecipient progression and challenges and monitor subrecipient performance.

Develop technical assistance plans as needed in coordination with other staff and provide subaward trainings and technical assistance and/or job aids and supports as indicated.

Draft subrecipient modifications and ensure complete subaward files.

Provide regular updates on subrecipient progress including alerting senior management to any issues with subrecipient performance.

Ensure appropriate donor approval is obtained as needed for subrecipient awards.

Assist with subaward (internal) audit, start-up and close out activities.

Conduct site visits in coordination with project technical staff to monitor, evaluate and discuss subrecipient performance and any challenges.

Ensure that subrecipients meet donor requirements regarding organizational systems and required reporting (e.g. VAT reporting) in line with their individual subawards.

Perform any other tasks as assigned by the Supervisor as needed.
