Education

  • Bachelor’s Degree from any government recognized institute in any discipline.
  • A degree in Information & Technology (IT) or Statistics is preferred.

Experience

  • Essential 2 years of Data management related working experience in NGO/INGO or health facility
  • Desirable one year with MSF.
  • Essential 2 years working experience on DHIS2, Epidemiological data (EWARS, Go DATA)
  • Preferred 2 years of supervisory.

Language

  • Fluency in English and Bangla is essential.

Knowledge

  • Essential knowledge of use of computer including processing of documents (Word, Excel).
  • Desirable knowledge of medical statistics databases.

Responsibilities & Context

• Supervise, organize and plan the activities of Data Entry officers to have a reliable record of medical activity performed as well as identify their training/technical support needs and to provide a good service support and reliability of the data collected.

• Ensure collation and entry of all data identified by project managers for collection (e.g. morbidity, mortality, surveillance of diseases of epidemics, nutrition, psychological and women’s health, etc.) into the appropriate data management system while ensuring quality of data.

• Do quality control data officers’ performance on regular basis.

• Know and ensure proper use of software used for recording. (DHIS2, EWARS, Go-DATA etc.)

• Ensure the accuracy of the medical data entered in to the mission’s database on a regular basis, according to MSF protocols and carry out regular back-ups.

• Provide technical support to data entry officers/operators in project sites and give response to their training needs.

• Provide regular statistical reports for the medical team as well as informing the superior of any missing information, major changes or big differences in data.

Context Specific Accountabilities

• Overall responsible for all the Medical and Epidemiological data. Help the data encoders with the data entry if they cannot meet the reporting deadline.

• Keep on track of the reports and respect MMR deadline. Make sure and crosscheck the data with departmental supervisors after finishing the monthly data.

• Responsible for entering DHIS2 numbers to the MOH system.

• Responsible for entering EWARS numbers to the WHO system.

• Collect the HIS issues/queries with Hospital Director or Deputy Hospital Director, compile it and send the queries to the HIS Focal Point (CXB Data Manager) to address these issues to the Headquater.

• Responsible for the HR processes of the team members, to include perfomance evaluations, training, recruitment etc.

• Responsible for the ePREP platform and ensure it is updated.

• Ensure MSF data is protected by having Data Integrity and Recovery, Incident Documentation, Security Incident Response such as a cyber-attack, unauthorized access, or data theft are in place.

• Ensuring compliance with data protection laws and regulations,

• Managing and processing all data related to hospital medical printing items in collaboration with the hospital facility manager and other medical departments.

Compensation & Other Benefits

Contract and Benefit

Permanent contract renewable based on performance and operational needs. Salary according to level Six (06) of the internal MSF salary grid (BDT 68000.00). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.

Others

There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
