Desirable:

  • Strong knowledge of Chattertonian or Rohingya. Understanding and speaking local language of Cox’s Bazar or Chittagong is an advantage.
  • Experience of conducting education and CP needs assessments.
  • Knowledge of policies and procedures, Sphere and the Red Cross/NGO Code of Conduct.

Responsibilities & Context

Friends In Village Development Bangladesh (FIVDB), is a Bangladeshi non-governmental organisation founded in 1979 under the Societies’ Registration Act, 1860. The organisation is also registered with the NGO Affairs Bureau and the Micro Credit Regulatory Authority, of the Government of Bangladesh that advances children’s rights and equality for girls. We believe in the power and potential of every child and the young people. But this is often suppressed by poverty, violence, exclusion and discrimination. In addition, its girls and young women who are most affected. Working together with children, young people, our supporters and partners, we strive for a just world, tackling the root causes of the challenges facing girls and all vulnerable children. FIVDB’s societal vision is that of ‘a vibrant society based on justice, equity, democracy and environmentally sound principles’. It works with the mission to give the disadvantaged women, men and children greater voice, reduce their vulnerability, increase their use of citizenship rights and help them enhance their quality of life. To that end FIVDB pursues educational, social and economic capacity building and social organization processes. It works to strengthen social protection and safety networks and participates in national and international outreach and advocacy. The organization combines grassroots service delivery, social mobilization and advocacy in its work and works in collaboration with communities, civil society, the Government and private sectors. Friends in Village Development Bangladesh (FIVDB) is going to implement Education Cannot Wait (ECW) Multi Year Resilience Program (MYRP) top up funding under its Humanitarian Preparedness and Response Program, Cox’s Bazar in partnership with Plan International Bangladesh (PIB). The duration of the project is 18 Months (to be extended subject to the provision of project extension afterward). The position will be recruited for implementing the project based at the Field Office at Ukhia with substantial field activities at different camps and host communities. The job is contractual for the project period with a three (3) months’ probation period.

Technical Coordinator-Adolescent & Youth Education will be responsible for the effective management, implementation and support of Adolescent & Youth Education intervention targeting adolescent (aged 15-18), and budget in his/her assigned working areas under ECW-MYRP top up funding in compliance with the FIVDB policies, procedures and donor compliance. S/he will manage the activities of Adolescent & Youth Education, and services. S/he will manage, supervise and support project staffs and take initiatives to build their capacity for effective planning, implementation of project activities in close collaboration with stakeholders, following project guideline and humanitarian standards. S/he will closely work and maintain effective coordination with Technical Coordinator, Admin and Logistics Officer, Finance Officer, M&E Officer, Technical Officers, Project Coordinator, Government Liaison Manager and other relevant personnel. S/he will collaborate with Consortium Manager-ECW Project, Assistant Manager-ECW, Technical Specialists & Gender Specialist of Plan International Bangladesh to ensure quality and in time delivery of project. S/he will establish and maintain liaison and close coordination with local Govt. administration, humanitarian agencies, NGOs, site management and other stakeholders. S/he will also ensure project implementation meets the global/organizational standards of emergency responses and donors’ compliance aspects; ensure project monitoring mechanism is established and functional to ensure quality implementation and downwards accountability. S/he will be reportable to the Project Coordinator, ECW Project, FIVDB.

Key Area of responsibilities:

  • Project Planning Support to the process for need assessment as needed in intervention target areas for program designing; Lead to develop quarterly and monthly implementation plan, training/event calendar following DIP in collaboration with Plan International Bangladesh; Lead the development of work plan (monthly/forthrightly/need based) of Technical Officer-Adolescent & Youth Education and other project staffs and ensure effective execution of plan; Take necessary approval (i.e. Need assessment) from government official in collaboration with govt. relationship Manager; Provides support for developing and reviewing project related guidelines/manuals/documents required for the smooth operation of the project activities; Review, assess and update the education situation in areas affected by emergency including girls and children with disabilities; Highlight education related issues requiring an immediate or medium-term response and inform the Project Coordinator accordingly.
  • Effective Management and Implementation Lead and coordinate implementation of DIP/activity plan in collaboration with stakeholders and Plan International Bangladesh; Delivers project activities on time with quality in line with budget and donor requirements and tracks progress of activities and expenditure by providing regular updates on progress, priorities and constraints; Monitor budget expenditure and maintain track accordingly; Supervise and oversee the work of the project staffs and is responsible for optimizing their productivity through effective management, coaching, conduct regular field visit to monitor and verify the project progress, impact, understand the challenges and appropriate solution. Ensure staff travel record, Individual Accountability Plan, Performance Appraisal and leave records properly; Coordinate and ensure timely distribution of learning & others materials from warehouse to learning centres/filed and ensure proper documentation; Lead and coordinate training/workshop/meeting as per project plan maintaining standards; Lead and facilitate monthly staff meeting to review project progress against plan to find out solution to problem/challenges, share lesson leaned and motivate and encourage team; Review programme documents and progress reports to ensure timely implementation of project activities; Ensure engagement parents and community people and other stakeholders and strengthen their capacity to promote girl’s education, empowering adolescent girls, GVB risk mitigation and facilitate prevention of bullying and harassment.
  • Capacity Building and Technical Support. Regularly assess staff’s capacity building needs that to fully contribution of project output, outcome and goals and capacity building of staffs, volunteers and teacher. Ensure coordination and support for effective implementation of capacity building entitative (training/workshop, meeting etc) for staffs, Teacher, Volunteers and stakeholders focusing on adolescent and youth education. Ensure that staffs are aware of strong understanding of the project goal, outcomes, outputs , activities and working approach/ methodologies and have all necessary project related information to deliver project effectively. Support Plan technical team to design training/workshop schedule and materials for staffs and stakeholders.
  • Monitoring, Evaluation, Research and Learning & Reporting: Visit project activities regularly, monitor progress of project activities and provide technical and administrative guidance to the Technical Officers; Prepares monthly/quarterly financial and narrative reports timely (including FD7 reports) in compliance with Plan, donor and government requirements, with support from M&E Officer. Orients the staffs and Volunteers on project monitoring tools and guidelines in collaboration with M&E Officer so that they can use those properly to collect monitoring data; Ensure documentation of challenges, learnings, best practices, success stories and support the development of opportunities for shared learning within and across teams; Provide necessary support to conduct baseline, end line survey and different assessment; Support the monitoring and reporting of major concerns on education and as well as child protection and safeguarding concerns inside and around the learning centres; Ensures early and rigorous implementation of quality and accountability mechanisms.
  • Coordination and External Representation Establish and maintain liaison and close coordination with local Govt. administration, humanitarian actors/agencies and other stakeholders for effective implementation of adolescent and youth education component; Participate in different meeting organize by govt. administration and agencies and humanitarian actors/agencies and represent FIVDB;

Collaborate with different stakeholders, site management, govt. in the respective Camp. Child protection, gender equality and inclusion Ensures that FIVDB and Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and FIVDB and Plan International’s Code of Conduct (CoC), PSEA Policy, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
