Responsibilities & Context
Friends in Village Development Bangladesh (FIVDB) is going to implement the AHP-IV Program with Rohingya and Host communities under its Humanitarian Preparedness and Response Program, Cox’s Bazar with the support of Plan International Bangladesh and DFAT. Project duration- 31 January 2026 (to be extended subject to the provision of project extension afterward). The position will be recruited for implementing the project based at the Field Office at Teknaf with substantial field activities at different camps and host communities at Teknaf. The job may be regularized after the completion of 3 months of services under FIVDB.The Technical Coordinator- Education will be responsible for supporting designing and following-up with the technical aspects of the project implementation, key role is to work day to day with the Education team (technical Officers and M&E Officer), building their capacity in program implementation. He/She will also support the education team to deliver quality projects. S/he will closely work as a part of the team with support from the project coordinator. Key Area 1: Programme Management:Overall responsible for the timely implementation of Education program activities ensuring that services are delivered on time, on budget and in compliance with donor regulations. Ensure the Education program is implemented in ways responsive to communities, other Education partners and children in line with FIVDB and Plan International principles, values. Support the project coordinator and M&E officer in Detailed Implementation Plans (DIPs), M&E plans, Indicator Tracking Table (ITT) procurement plans and distribution schedules of program inputs in line with program logistics/supply chain capacity are in place, tracked and updated regularly. Ensure technical Officers have work-plans with split budgets in place and follow up with team members regularly to ensure that activities are on track Support the project coordinator in managing program budget, including phased and or split budgets where applicable, monthly budget forecasting and quarterly budget revisions for all grants. Budget tracking through timeous review in collaboration with technical Officers, M&E Officer Admin and finance officer. Monitor program progress against both programmatic and budgetary targets. Ensure timeous and quality implementation of interventions Prepare timely and high quality program and donor reports on project activities in compliance with internal and any relevant external donor requirements. Close coordination with WASH and CPiE teams on cross cutting needs and issues. Key Area 2: Needs Analysis, Program Design and Implementation: To organize and conduct to train facilitators on pedagogy, curriculum (literacy, numeracy, portable skills and life skills) and other relevant issues (including child safeguarding, CP and referral, DRR, PSS, gender and inclusion, adolescent retention techniques and opportunities. Contribute to situation/response analysis, sector strategy documents and sector response plans as well as programme design, Support the Project coordinator/ program coordinator/ MEAL Manager in the development of project and donor proposals in close coordinator with logistics and finance units ensuring effective integration at design phase. Contribute to emergency preparedness plans and where possible, integrate contingency planning for education in all program planning and proposal design. Key Area 3: Coordination: To support with the coordination of the education response. This will include representing Plan International in external meetings on, or related to, education; Ensure representation of FIVDB in all Education Cluster meetings Regularly coordinate and collaborate with other program managers/ Coordinators. Key Area 4: Other Duties: Works with the M&E officer to monitor data collection through consistency checks Participates in any other activities as may be assigned by the supervisor from time to time. Technical expertise, skills and knowledge Essential Previous experience working with adolescent girls and boys, engagement with community based groups and youth clubs, Awareness raising activities, advocacy. Good knowledge and understanding of humanitarian principles and established Education in Emergency minimum standards. Experience in implementing programs focusing on: working with vulnerable children, refugees, youth engagement. Proven project management skills, including in management, activity plan, monitoring and evaluation for child protection projects Desirable Ability to work independently and as a team player who demonstrates leadership and is able to support and train local staff and also able to work with disaster affected communities in a sensitive and participatory manner. Demonstrates awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner.

Ensures that FIVDB and Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and FIVDB and Plan International’s Code of Conduct (CoC), PSEA Policy, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
