Required Education and Experience

Responsibilities & Context
Project Name Women Empowerment and Entrepreneurship Development for Accessing Safe-water (WEEDAS)
Nazrul Smriti Sangsad (NSS) is a non-government Humanitarian Organization working for advancement of poor women, men, children, youths, excluded people, person with disability and minority groups since 2000. It is a non-profitable, non-political, child and gender sensitive organization. It always values all diversified people without discriminating religions, casts, creeds and suppresses all sorts of discrimination with ethnic and minority people. It also values class and levels of team members as well as beneficiaries.
NSS is going to implement a sub-project titled “Women Empowerment and Entrepreneurship Development for Accessing Safe-water” (in short WEEDAS) under the key project “Water Woman” which is funded by Oxfam in Bangladesh. The project will be implemented at Kalapara Upazila of Patuakhali district and Patharghata Upazila of Barguna district. Following this, NSS is searching a competent Technical Officer (TO) who has excellent experience on safe drinking water management, women empowerment and entrepreneurship development or similar type of project. The TO is responsible for daily oversight of the WASH related activities and capacity building of the team members, rural women and to provide support to PM to accomplish results of the project. He/she will supervise WASH Facilitators and coordinate with the Govt. Officials of the project aligned departments at Upazila and District level as well as Oxfam in Bangladesh (if needed). He/she will regularly visit and monitor the Reverse Osmosis Systems (ROSs) and Water Desalination Plants (WDPs) and ensure smooth functions and operations.
Major Job Responsibilities

Prepare work plan based on the detailed implementation plan of the project activities.

Provide technical support to conduct survey and study.

Prepare layouts and BOQ for procurement of ROSs and WDPs for household and community level.

Provide support to procurement committee to accomplish procurements as per need and procurement policy of the organization as well as donor guideline.

Prepare business plan for Water Women in the project area and finalize it sharing with the management.

Provide support to install ROs and WDPs at selected sites as per work order and monitor the installation process and prepare day to day progress report to share with the management.

Provide technical support to WASH Facilitators to conduct school sessions.

Regularly visit and monitor the ROs and WDPs and ensure smooth functions and operations.

Organize training and orientation to develop capacity of the team members for excellent implementation of project activities for achieving the results of the project.

Develop capacity of the Water Women on different issues as per need as well as on micro level project proposal development.

Monitor the progress of the project regularly basis with at least 80% time in field visit and supervise the WASH Facilitators.

Maintain communication and liaison with LGIs, GOs, NGOs, Civil Society Actors and Media.

Maintain relationship with Upazila Administration, DPHE, PIO and other relevant departments at Upazila and District level as per need.

Provide support to PM to develop IEC materials, training modules, session plans, schedules etc.

Capture good practices, case story, life stories, lesson learnt and success stories.

Provide support to PM to review the project proposal, budget and action plan of the project according to the context consulting with the Focal Person of Oxfam in Bangladesh as well as Executive Director of NSS.

Prepare monthly report and documentations on different activities and accumulate all data for ensuring quality and authenticity.

Always get ready to facilitate the progress of the project with internal and external visitors.

Practice, promote and endorse PSEA policy among team members and ensure the implementation of safeguarding standards in every course of action.

Carryout administrative functions as desired by the project to meet the policy requirements of the organization and donor compliance. Assist the higher management in planning and decision making.
Compensation & Other Benefits
Salary: TK. 42,667 per month with other admissible benefits according to the project budget.
Job Location: Kalapara Upazila of Patuakhali district and Patharghata Upazila of Barguna district.
