Responsibilities & Context
Job Context:
Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 October 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is implementing a project named ‘Protecting Children in War and Conflict’ in Teknaf Upazilla under Cox’s Bazar district. The project is implemented by the support of ‘Save the Children in Bangladesh’ and financed by ‘Telethon’. BTS is going to recruit the ‘Technical Officer (MEAL)’ for the mentioned project and the position’s desk office will be at Cox’s Bazar sad and Ukhiya.
Project Name: Protecting Children in War and Conflict.
Responsibilities:
The Technical Officer (MEAL) oversees the development and maintenance of monitoring and evaluation frameworks, ensuring accurate data collection, analysis, and reporting, while also facilitating learning and accountability mechanisms within Breaking the Silence’s programs. He/She will collaborate with program staff, conduct field visits, and provide training to ensure continuous improvement and alignment with organizational objectives.
Technical and system development:

Developing and maintaining a comprehensive monitoring, evaluation, accountability, and learning (MEAL) framework aligned with child protection program objectives and donor requirements, adhering to best practices in the sector.

Contributing to the formulation and updating of Breaking the Silence’s MEAL strategy, ensuring it reflects the organization’s commitment to child protection.

Designing and implementing data management systems and tools to facilitate efficient data collection, analysis, and reporting for child protection initiatives.
-
Regularly reviewing and adjusting monitoring and evaluation plans to ensure they remain aligned with the evolving goals and objectives of child protection programs.
MEAL implementation and management:
-
Ensuring accurate, reliable, and timely collection, analysis, and reporting of program data related to child protection activities.

Establishing a robust system for monitoring and reporting program progress against predefined indicators and targets in the realm of child protection.

Conducting regular field visits to monitor the implementation of child protection programs, identifying areas for improvement, and providing feedback and technical guidance to program staff.

Facilitating capacity building and awareness sessions on MEAL practices tailored to child protection for program staff.
Learning:
-
Developing and implementing a learning plan that fosters organizational learning and continuous improvement in child protection interventions.

Documenting best practices and lessons learned from child protection program implementation, and delivering training sessions on MEAL and learning for staff and partners.
Accountability Mechanisms:
-
Establishing and managing beneficiary feedback and complaints mechanisms specific to child protection programs, ensuring prompt and effective response to feedback and complaints.

Develop and implement a system for collecting and responding to beneficiary feedback and complaints that are appropriate for the program and context.

Oversee the proper management of the project Accountability database.
-
Train program staff on the use of beneficiary complaints and feedback mechanisms. Analyze feedback and complaints to identify areas for program improvement.
Data management and data protection principles:
-
Ensure that volunteers respect confidentiality and follow ethical guidelines
-
Ensure that files, registers and computer databases are used appropriately and correctly and ensure volunteers adhere to Information Sharing and Data Protection Protocol

Ensure accurate case files are completed and that case management forms are utilised appropriately
Others :
-
Collaborating with support departments to ensure adequate resourcing and support for the child protection MEAL system, including finance, logistics, human resources, transparency, and security.

Representing Breaking the Silence’s MEAL system in internal and external meetings, workshops, and training sessions related to child protection.

Performing any other duties related to child protection MEAL as assigned by the immediate supervisor.

Be able and willing to respond to natural disasters or emergency situations, when needed and any other task assigned by Supervisor and /or Senior Management of BTS.
Tenure of Services Contract:
3 (Three) months probation period. After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project’s lifetime.

Office time, Annual Leave, Increment & other facilities will be applicable as per ‘Recruitment and Human Resource Management Policy’ of Breaking the Silence and the facilities will be applicable also based on available resources in the project budget.
