Responsibilities & Context

Job Context

SAINT-Bangladesh is a value-based non-profit and non-government organization (NGO), working in the survival strategies of the coastal areas disadvantage people since in 2001. It has registered under NGO Affair Bureau in Bangladesh and we believe in the integration & inclusion of humanitarian development and right-based approach in striving for people-centered sustainable development initiatives. It has maintaining a level of transparency, participation, accountability, child and gender sensitivity and respect for human rights and dignity principles in management. SAINT-Bangladesh implemented different project like as child rights & protection, education, health, women empowerment, IGA, DRR & CCA, WASH, and emergency response, etc. SAINT-Bangladesh is seeking a professional for the position of Technical Officer (Training) for the project titled “Community Nutrition and Health Activity (CNHA) Project” supported by CARE Bangladesh. The project will be implemented by SAINT-Bangladesh in the Coastal Region of Patuakhali Cluster (Patuakhali, Barguna and Bhola Districts) from 1st October 2023 to 30th September 2027. Note that this requirement will depend on the availability of donor funds.

Under CNHA, the consortium will work with different departments of the ministries, especially the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh (GoB) at the national, regional, and local levels, to improve nutrition status by strengthening the community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2). This will work at multiple levels of local government institutions, specifically with the nutrition coordination committees at the district and upazila levels focusing on the community health system and strengthening the Core Team approach and local nutrition-governance mechanisms. The project will facilitate developing solutions emerging from communities, government departments, and the private sector. The CNHA will replicate proven best practices to scale up innovative local governance models for better nutrition by transforming the Union Development Coordination Committee (UDCC) into nutrition outcomes. Digital solutions related to health and Nutrition services are key strategies for improving nutrition. The project intends to impact several of the core challenges selected districts face in the North (Rangpur Cluster), Haor (Kishoreganj Cluster), Padma Basin (Madaripur Cluster), and Coastal Belt (Patuakhali Cluster) of Bangladesh.

SAINT-Bangladesh, a local partner of this project implementation, is hiring a Technical Officer – Training. Under the guidance of the Project Manager, the Technical Officer – Training will be responsible for the overall implementation of the capacity-building activities of the project in the respective region. S/he will ensure that all the capacity-building activities and training sessions are well coordinated and timely implemented to improve the capacity of government service providers, supervisors, volunteers, community groups, as well as the project team for delivering quality and equitable nutrition and health services. The Technical Officer – Training will coordinate with the implementation team in the development and implementation of project training plans, as well as achieving standards set for staff development, project impact, and monitoring and result measurement.

Under the direct guidance of the Project Manager, the Technical Officer – Training will facilitate the assessment of project training needs and interventions in reflecting project implementation issues. The Technical Officer – Training will closely work with Project Officers, Union Facilitators, and other team members in ensuring sound planning, organizing, quality assurance, monitoring, and reporting related to training and other capacity-building activities at various levels.

Job Responsibilities

  • Responsibility # 01: Planning and implementation of training activities 40%

  • Support the project implementation team in taking responsibilities with adequate authority regarding training planning, implementation, monitoring, and management at the cluster, district, and sub-district levels.

  • Plan and implement the project training under the guidance of the Project Manager and in consultation with the Manager – Training and Advocacy.

  • Make sure that training implementation follows the project plans and coordinate support from the technical teams and consortium to make it operational.

  • Ensure an Equitable, women-friendly, gender-sensitive environment in all the training activities.

  • Responsibility # 02: Training administration and operations 20%

  • Ensure that training activities are implemented cost-effectively within the budget framework.

  • Ensure all communication and other preparatory works (e.g., venue, food/refreshment, printing materials, attendance records, and other supplies) are available for each training course in time.

  • Keep records of all administrative and financial documents and submit those to the appropriate office.

  • Responsibility # 03: Effective Collaboration, Communication and Liaison with relevant stakeholders 15%

  • Liaison, coordinates, and nurture excellent relationships with government departments, the Core Team, resource persons, and the project team.

  • Conduct mapping on training resources, including resource persons, venues, key contact points, etc.

  • Keep effective communication and relationships with local training institutes/organizations, NGOs, and other development partners.
