Responsibilities & Context
DASCOH Foundation seeks a vibrant Technical Officer specializing in Youth Empowerment and Skill development for its THRIVE project. DASCOH has been implementing the THRIVE project with the financial and technical support in Naogoan and Chapainawanganj districts from January 2024 to December 2027/2028. HEKS/EPER Bangladesh endeavours to enhance the resilience of Dalits, Adivasi, and other marginalized communities in these areas by creating conducive environments for increased access to rights, entitlements, and socio-economic opportunities. Key aspects of the THRIVE project involve engaging project participants in livelihood initiatives, facilitating advocacy with government departments, and fostering connections with Local Government Institutions and other stakeholders. Overall responsibility of quality implementation of Youth skill development component of the THRIVE project in coordination with the Project Coordinator and other team members under the guidance of Programme Advisor-Youth Skill Development and Empowerment of HEKS Bangladesh. Additionally, the technical Officer will design and execute programs to cultivate entrepreneurship skills, innovation, and business development among youth. Responsibilities include providing training, securing funding, advocating for supportive policies, and monitoring program effectiveness through research and community engagement. Ultimately, the Technical Officer plays a pivotal role in empowering youth, stimulating economic growth, and promoting innovation within society.

Job Responsibilities:
- Maintain close communication with the Programme Advisor-Youth Skill Development and Empowerment of HEKS Bangladesh.
- Upon guidance of Programme Advisor-Youth Skill Development and Empowerment of HOB, actively participate in the partners THRIVE Project YPO development and make sure that youth empowerment and skill related project activities are incorporated as integral part of YPO of each partner project.
- Collect youth empowerment and skill related technical information from different government-nongovernment sources and utilize those in quality implementation of partners project upon guidance of Programme Advisor-Youth Skill Development and Empowerment of HOB.
- Mapping the eligible youths from project participant HHs for TVET course, TVET institutions and potential employers (both private and institutional).
- Mapping/identification of eligible youths from project participant HHs for apprenticeship.
- Identify individual potential technical professionals of different occupations as wage-based job providers and link the eligible youths there as/in apprenticeship.
- Maintain close communication with various stakeholders that includes- youths, TVET institutions, apprenticeship providers and various employers.
- Maintain partner specific database of youth interventions of THRIVE project covering various statistics and information.
- Produce reports of all kinds and timely submit to the supervisors.
- TO-YES will maintain effective and regular coordination between PNGO-THRIVE Project PC and Programme Advisor-Youth Skill Development and Empowerment of HOB.
- TO-YES will plan, map, implement, facilitate, and monitor the youth kill related interventions of THRIVE project keeping TVET and job placement at its core.
- Will keep close coordination with private sector, corporate bodies, business communities and employers to ensure job placement in coordination other team members.
- The TO-YES will ensure enrolment of youths in different TVET trainings courses.
- Will facilitate various trade-based life skill development trainings in liaison with the staff of partner organization and training providing institutions (TVET institutions, private training canters, GO funded projects and others).
- Regularly monitor relevant budget allocation and will be responsible for timely quality expense of relevant line itemized budget of the THRIVE project.
- The TO-YES will assist in conducting any survey, study related to youth skill development and TVET amongst the projects.
- S/he will be responsible for ensuring smooth implementation of TRVET activities as agreed with DASCOH in consultation with Programme Advisor-Youth Skill Development and Empowerment of HOB.
