Responsibilities & Context

This position is responsible to contribute to Planning, Designing, Supervision, Implementation and Management and reporting to the Sector Lead, Shelter about Shelter & Site Improvement activities. Also responsible for management, implementation and supervision of Shelter and Site Improvement activities of BRAC Shelter Project under HCMP including supportive supervision of project staffs in his/her assigned working areas expending times/days to 70% in fields and 30% in official works. He will be reportable to the Sector Lead, Shelter for execution of duties.  

Strategic Planning and Overall Management:

  • Coordinate with Shelter clusters and sectors (UNHCR, ISCG, etc.) to establish support documentation, data collection methods, and structures for Shelter Cluster functionality.
  • Assist the Sector Lead in planning, designing, and managing Shelter & Site Improvement activities, with a focus on budget allocation and activity planning.
  • Contribute to the development of the Annual Operation Plan (AOP) for Shelter projects.
  • Identify optimal project interventions based on needs assessments through field observations, FGDs, community consultations, and engagement with community members, Mahji, and other stakeholders.
  • Ensure effective collaboration with relevant stakeholders for successful implementation of Shelter Cluster initiatives. Oversee implementation and monitoring of sectoral activities.
  • Ensure the Shelter Cluster interventions focus on humanitarian response, early recovery, disaster risk reduction, and the ongoing effects of protracted forced displacement.
  • Represent the Shelter Cluster in discussion with external actors. 

Quality and Accountability:

  • Guidance and provide Technical & Management supports and assistance to field colleagues through meeting/orientations/on the job training for successful implementation of project activities in line with sector guidance and slandered with considering the specific needs of women, child and other vulnerable and extreme vulnerable group.
  • Maintain regular tracking and update on shelter and Site Improvement activities with necessary adjustments to ensure the timely completion of all construction/re-construction/building of works as well as supervise the whole implementation process of Shelter and  site Improvement activities.

Stakeholders’ coordination, networking, advocacy:

  • Carry out advocacy activities to promote Shelter Cluster objectives as well as ensure utilization of community and participatory based approaches in needs assessments including carry out training sessions as required and ensure appropriate information management.
  • Developing and maintaining a unified shelter database, monitoring systems are in place to review impact of Shelter Cluster activities. 

Fund Raising, Proposal Development and Reporting:

  • Prepare and ensure the daily and weekly report as well as monthly reports and submit to Project Manager-Shelter & Site Improvement & PO-M&E in time.
  • Assist the Sector Lead, Shelter to prepare the half-yearly, yearly and project closing report.

 Safeguarding:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. 
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
