  • Proven ability to develop and implement comprehensive training guidelines for service providers, staff, contractors, and community stakeholders to ensure effective skill development.
  • Experience working with NGOs, multilaterals, CSOs, CSAs, and donors, with preference given to candidates experienced in managing capacity development training programs.
  • Strong coordination, communication, and negotiation skills with the ability to handle sensitive conversations and complex situations confidently and diplomatically.
  • High proficiency in both written and spoken English and Bangla, with excellent public speaking, writing, and editing skills.

Responsibilities & Context

We are looking for a dynamic and experienced individual to take on the role Training Management Expert, for our ‘Economic Acceleration and Resilience for NEET (EARN)’ project. We are currently inviting expressions of interest for this role, which is expected to commence in the second half of 2024 and will continue for a duration of four years.

The Ministry of Youth and Sports (MoYS), in collaboration with the World Bank (WB), is implementing the 48-month long Economic Acceleration and Resilience (EARN) project to engage NEET (not in education, employment, or training) youth, with a special focus on women, in rural and semi-urban areas of Bangladesh. The project aims to economically empower NEET youth through education, skills development, employment, and enterprise support. It provides women-centric facilities, enhances employability by building employer linkages, and offers upskilling in Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED). Additionally, incubation support for employment and entrepreneurship will be provided. To ensure the inclusion of women and underserved groups, the project will create an enabling environment through awareness-raising, community engagement, family-based planning, and monitoring. A total of 250 Upazilas have been selected for the project.

The Training Management Expert will lead the development and execution of capacity-building programs for diverse target groups within the project. This role encompasses the recruitment of skilled trainers, redesigning training curriculam to meet evolving needs, and formulating detailed training plans. Additionally, the position will ensure the availability of training materials at all VLTCs, facilitating seamless delivery of high-quality training and enhancing participant skill development.

Collaborate with the curriculum development unit to provide updated curricula for all trades at the VLTC level, ensuring materials are current and properly distributed.

  • Support the recruitment of trainers and instructors at the VLTC level by assisting in the selection process and ensuring candidates meet project qualifications.
  • Coordinate and organize Train-the-Trainer (ToT) sessions for trainers, instructors, and upazila staff, ensuring the necessary materials and schedules are in place.
  • Assist in developing relevant training content for community groups and stakeholders by working with subject matter experts to meet project objectives.
  • Guide and support field-level staff in preparing detailed training plans for specific trades, ensuring alignment with the project’s overall strategy.
  • Coordinate timely assessments of trainees by liaising with relevant authorities, ensuring proper procedures are followed and assessments meet project standards.
  • Ensure all successful graduates receive certificates by verifying eligibility and coordinating with certification bodies for timely distribution.
  • Implement the safeguarding policy to establish a safeguarding culture across all levels of the programme. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.
  • Responsible for ensuring team members are appropriately trained supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
