Experience:

Responsibilities & Context

Community Development Centre (CODEC) is going to implement the Contingency Partnership to Respond to Emergencies in Chattogram Division, funded by UNICEF Bangladesh; which will assist affected populations in Cumilla, Feni and Noakhali districts., Covering health, nutrition, WASH, child protection, education, and social behavior change.

The project targets over 600,000 individuals, focusing on pregnant women, children, and vulnerable groups. Key activities include medical camps, nutritional support, safe water and sanitation facilities, child protection, and educational continuity, all integrated with capacity development.

Duration – 06 months.

Job Summary:

The Upazila Coordinator will be responsible for coordinating and overseeing all project activities related to the restoration of Maternal, Newborn, Child, and Adolescent Health (MNCAH) services in hard-to-reach areas. The coordinator will ensure that the interventions are aligned with project objectives and are delivered in a timely, efficient manner. This includes managing the deployment of midwives and volunteers, facilitating referrals for high-risk cases, and supporting the health facilities in delivering quality services.

Key Responsibilities:

Project Coordination and Management:

  • Coordinate and oversee all project activities at the Upazila level to restore MNCAH services, ensuring alignment with project objectives and timelines.
  • Support primary health care facilities in the provision of necessary logistics and essential medical supplies, especially in hard-to-reach areas.
  • Deploy midwives and volunteers to assist with healthcare delivery, particularly for antenatal, delivery, and postnatal care services targeting pregnant and lactating women (PLW), children, and women.

Health Services Support:

  • Facilitate the referral process for high-risk pregnant women and sick newborns with complications from hard-to-reach areas to higher medical centers.
  • Collaborate with Upazila Health Managers to prepare microplans for affected areas, ensuring efficient use of resources and coverage of critical health services.
  • Prepare and maintain a list of infants and pregnant women to track service delivery and ensure quality MNCAH services, including Expanded Programme on Immunization (EPI), Integrated Management of Childhood Illness (IMCI), Antenatal Care (ANC), safe delivery, and Postnatal Care (PNC).

Community Engagement and Counseling:

  • Organize regular counseling sessions for children, women, and caregivers, including PLW, covering prenatal care, safe delivery, and postnatal care in health facilities.
  • Engage with community health volunteers, midwives, and caregivers to raise awareness and promote healthy practices.

Stakeholder Liaison:

  • Liaise with Upazila administration, health facilities, local government officials, and community leaders to ensure effective implementation of the project.
  • Organize and conduct meetings and workshops with government authorities, health-based organizations, and other relevant stakeholders to enhance coordination.

Immunization and Outreach Activities:

  • Support the organization and execution of crash immunization programs to cover drop-out children in hard-to-reach areas.
  • Assist healthcare workers in conducting outreach activities for routine immunizations and other essential services for children and PLW.

Monitoring, Reporting, and Documentation:

  • Monitor the progress of interventions at the Upazila level, ensuring alignment with project timelines and objectives.
  • Provide regular updates to the Project Coordinator, detailing progress, challenges, and solutions.
  • Ensure proper documentation and reporting of all project activities, including preparation of high-quality reports in English.

PSEA Policy-

S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

Contingent Task Assignments:

The Project Head may assign additional tasks based on the demands of the emergency situation and program requirements.
