Responsibilities & Context

CODEC Improves Access to Inclusive and Comprehensive Eye Health Services in Bangladesh Project.

Community Development Centre (CODEC) is an inheritor of DANIDA Bangladesh derived from a couple of project intervention explicitly DANIDA Boat Building Project and Boat Rental Scheme. CODEC has been working as a people-centered development organization since 1985.

CODEC is implementing different Development projects in the fields of Education, Livelihood support, Environment, Legal Services, Humanitarian Field, Advocacy, Health & Nutrition etc. CODEC aims to provide support and assistance to the disadvantaged coastal communities in their day-to-day struggle.

Community Development Centre (CODEC) is going to implement the CODEC Improve Access to Inclusive and Comprehensive Eye Health Services in Bangladesh Project funded by CBM Global in Bakerganj, Banaripara and Barishal Sadar Upazillas under Barishal District, Bangladesh.

CODEC Improves Access to Inclusive and Comprehensive Eye Health Services in Bangladesh Project aims to establish an inclusive eye care system connecting the main base hospital, community clinics, and vision centers. The context underscores the lack of awareness among persons with disabilities and underprivileged communities regarding available services.

CODEC Improve access to inclusive and comprehensive eye health services in Bangladesh Project will collaborate with three Disabled People’s Organizations (OPDs) – Bakerganj, Banaripara, and Barishal Sadar – along with Sher-E-Bangla Hospital, private hospitals (Grameen Shastho Hospital Barishal, Islamia Hospital Barishal), and the National Eye Care (NEC) of Bangladesh. CODEC will sign MoUs with OPDs, district-level hospitals, and private hospitals, fostering collaboration to enhance accessibility and inclusivity in eye health services.

Job Responsibilities:

General Management:

Ensure high-quality project activity implementation and further development of the practice of Targeted Vision Centers, base hospital, community clinics in the working area and private service providers including inclusivity for persons with disability and vulnerable community.
Support OPDs in awareness-raising activities, organize outreach screening camps at working areas and schools.
Take effective initiatives to function the local level committees relating with the eye health services in government structure.
Ensure skill and organizational development of selected Organization of Person with Disability (OPDs).
Comply all policy procedures and laws in the project implementation, financial management.
Regular visit, communication and rapport build with Different stakeholders like Local Administration, Health Department, Social Welfare Department, Likeminded organizations and local influential persons.
Keep a watchful eye on all preventive measures to protect Child Abuse, Gender Violence, SEA&H and violation of safeguarding issues according to the policy procedures.
Effectively manage project resources and facilitate the strengthening of program management capacities across the team.
Provide support and cooperative attitude with district team.
Minimize risk of achieving project objectives and take necessary actions consulting with district team.
Perform any other related duties or responsibilities that may be assigned by the organization and donor agency.
Implementing Project Activities:
Develop monthly action plan.
Organize and facilitate all project activities in local level.
Establish good relationship with OPDs, Community clinic and vision centers staff and management.
Attend Upazilla administration coordination meetings.
Select and ensure proper participants for various activities.
Attend regular project coordination meetings and skill development initiatives.
Collect data and pictures/ videos of progress according to the monitoring and documentation officer requirement to develop communication materials.
Assess risks and take preventive measures before implement any activities.
Financial Management & Reporting:
Comply with financial management policy during implementing activities in Upazilla.
Assist and provide support for internal and external auditors as well as the monitoring team.
Provide supporting documents as per the requirement of the Finance/accounts person after completion of the activity.
OPD Development and engagement.
Support OPDs in Financial Management and Reporting.
Establishing good relations with CEO and staff members Organization of Persons with Disability (OPD).
Enforce and develop the capacity of OPDs regarding advocacy- lobby, Inclusiveness, financial management, networking, disability and gender responsiveness and inclusive development.
Diagnose OPD’s growth and engagement with government structure & provide direction and require assistance to achieve project objectives.
Coordination and Representation:
Coordination with Local Administration, Health Department, Local government authorities.
Rapport building and coordination with local Eye health service providers.
Regular communication with the authority, Committee members and staff of Community Clinics,
Vision Centers and Base Hospital.
Promote improved understanding and awareness on quality eye health service among all relevant stakeholders, including government officials
S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

Salary Review: Yearly

• Festival Bonus (paid on a pro-rata basis during religious festivals and Yearly/ final payment)

• Travel and Transportation for project activity will be paid per organization policy and project Budget.

• Yearly Increment will be given based on the results of performance appraisal.
