- Ability to manage multiple tasks and priorities at a time. Experience in writing success stories and best practices Experience with International NGO’s will preferable.
- Additional Skills: Advanced computer skills in Microsoft Word, Excel, and PowerPoint.
- Able to drive motor bike in the field Strong communication skills with Gob level spokesperson/officer Work well independently as well as part of a team Ability and desire to travel frequently to visit school sites Excellent verbal and written communication skills in Bangla and English
Responsibilities & Context
Community Development Centre (CODEC) is an inheritor of DANIDA Bangladesh derived from couple of project intervention explicitly DANIDA Boat Building Project and Boat Rental Scheme. CODEC has been working as a people centered development organization since 1985. CODEC has been growing and evolving into efficient and effective non-governmental development organization in the coastal area of Bangladesh. From the beginning of its development intervention CODEC started its activities only with the fisherfolk communities but over the period CODEC now extended its working area with other disadvantaged coastal communities along with the fisherfolk community. CODEC is a sub-partner to Winrock International on USAID’s Esho Shikhi project and is currently recruiting for the position of Upazila Coordinator from Tribal / Indigenous Community of Chattogram Hill Tracks, located at 6 Upazila under Khagrachari districts: Manikchari, Mahalchhari, Lakshmichhari, Ramgarh, Matiranga and Guimara.The USAID’s Esho Shikhi project is being implemented through an integrated approach with the Directorate of Primary Education (DPE) and building synergies across 4 (four) program elements with the objectives of achieving the following results through interrelated components: Increasing learning opportunities, Improving the quality of education, Building the capacity of district officials and communities to support education, Building communities’ capacity to respond to disasters.
- The Upazila Coordinator will plan, coordinate, liaison and monitor various activities of Esho Shikhi in Upazila level primary education offices such as Upazila Education Office and Upazila Resource Centre.
- He/she will also plan and coordinate activities at school and community level.
- The main responsibility of the Upazila Coordinator is to play the lead role in implementation, monitoring and coordination of programmatic activities at the Upazila level.
- The Upazila Coordinator will receive implementation and coordination guidance from the Field Coordination Manager and District Coordinator.
- Per the directives of Manager-Field Coordination, she/he will prepare a detailed implementation plan in consultation with Upazila Education Officer, URC Instructor and District Coordinator for each month and ensure its efficient implementation.
- She/he will monitor and review the implementation status on a regular basis and provide implementation updates to the District Coordinator.
- Provide support to the Esho Shikhi central team by providing supporting documents for financial procedure and Bikash payment, collect required M and E data and entry them into the Esho Shikhi MIS system.
- Specific responsibilities include but are not limited to: Plan, implement, liaison and coordinate all Esho Shikhi activities in the Upazila and school level.
- Build strong and collaborative working relationships with DPE filed level government offices at upazila level and other stakeholders at school level.
- Prepare plan for training, school level events and school level data collection in consultation with URC, UEO and head teachers.
- Provide leadership role at the Upazila level to mobilize communities (SMCs, PTAs, parents) to enhance their support for marginalized children enrollment, retention, resilient building and continuation of education during disaster.
- Build sensitization and ability of SMCs, PTAs and community to manage the effects of disasters’ shocks and stressors and adapt resilience planning for Continuation of education in emergency.
- Enhanced Parents, SMC, PTA and Community engagement to support children’s quality education; create a supportive learning environment at home & schools (in selected subject Bangla) and increased the preparedness for primary students return to school.
- Collection, storage and distribution of materials for the teachers and students as well Collect and verify the completed and signed bKash payment information forms from participants and other government officials.
- Collect and verify all Upazila level expenditures/ expenses (training, workshop etc.) and ensure the supply of required documents to central level Esho Shikhi team.
- Oversee and monitor all field level activities and will provide information required by the central level Esho Shikhi project.
- Identify and collect the success stories, best practices and sharing them with the central level team.
- Representing Esho Shikhi at Upazila level monthly meeting with head teachers, UEO, AUEO and URC Instructors.
- Share the update project information with the project management and receive necessary feedback/suggestion to implement the project effectively.
- Maintain regular liaison as well as to help program personnel to establish working relationship among GoB, Local Administration, and Private Sector at Upazila level.
- S/he will be responsible to maintain a Work Journal, where you will document your learnings, mistakes, challenges, experiences, accumulated knowledge, etc either in English/Bengali and share with your line manager/CODEC management when required.
- S/he will be responsible to coordinate with all teams/departments of your project/program to document and share all knowledge that can be relevant and beneficial for the organization.
- S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy.
- Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation.
- Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment. Other duties as assigned.
