Requirements

Education

  • Master’s in Economics, Political Sciences or Social Sciences, Development Studies or any other relevant subject

Additional Requirements

Professional experience:

  • At least 8 years of related professional experience in development cooperation
  • Proven knowledge and expertise in at least two of the following technical areas: (i) technical vocational education and training, skills training, CBT(A)
  • (ii) entrepreneurship training, business development, (iii) gender equality, (iv) socio-economic integration of vulnerable groups
  • Familiarity with relevant national strategies and policies on vocational/ skills training, economic development, educational policy, women empowerment
  • Good understanding of the actors and stakeholders in technical education and skills development
  • Good understanding of using digital tools, learning platforms
  • Experience in cooperating with senior government officials and general partner liaison
  • Preferably experience in mobilizing private sector for cooperation in training and skills development

Other knowledge, additional competences:

  • Ability to work well under pressure and organize own area of responsibility
  • Excellent interpersonal and communication skills
  • Excellent presentations skills
  • Fluency in English is a must
  • Good writing skills in both English and Bangla
  • Ability to work in an intercultural environment and be a strong team player in a diverse and interdisciplinary team
  • Lead by example in gender equality and inclusion of marginalized groups

Responsibilities & Context

For the team of our “Skills training and employment promotion for women workers in Bangladesh, ADVANTAGE” projectwe seek applications for the position of “Vocational Training and Labour Market Advisor”.

Job Location: Dhaka

Contract Duration: 1 (one) Year

A. Responsibilities

The position holder is responsible for:

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
  • Advise supervisor on all task when implementing GIZ rules and regulation
  • Advise supervisor in the field of project’s planning, steering and monitoring
  • Independently implement goals and requirements set by the line manager and regional project manager
  • Make decisions which have a short-term effect within a limited project area/ unit
  • Assist supervisor to identify day to day problem and suggest appropriate solution

In this context, the position holder fulfils the following tasks:

B. Tasks

The position holder

  • Managing the design and implementation of competency-based trainings (CBT, level 1 and 2) jointly with consulting company, while taking into regard gender mainstreaming in skills development in cooperation with responsible international advisor for the “Skills training and employment promotion for women workers in Bangladesh” – ADVANTAGE
  • Support quality management of CBT course development, learning material, curricula development jointly with consulting company
  • Work closely with the gender specialist of the project to include the gender transformative vision for the organizational development of selected training institutions, qualification of trainers, competency based and gender responsive approaches to competency-based training modules
  • Coordinate with consulting company on connecting with the private sector on behalf of the project goal to include women in training and job opportunities
  • Coordinates the needs assessment of training institutions with regards to improvement of institutional structures and processes to include vulnerable groups in skills training (e. g. procurement of items, renovation of infrastructure etc.)
  • Advise and connect consulting company on establishment of a collegial learning platform for the exchange between training institutions on the topic of inclusion of vulnerable groups in training opportunities
  • Supports the selection of training institutions as pilot institutions for the implementation of gender-sensitive course modules jointly with NSDA
  • Reports to the project manager/ supervisor (international advisor) and cooperates closely with the gender specialist and consulting company responsible for the project outputs
  • Supports consulting company in the organization and implementation of trainings, workshops and seminars
  • Further specific tasks may be discussed and agreed with the supervisor
